A Major Rail Organisation Operating within Construction and Infrastructure Engineering For London Rail - requires an experienced Contracts Administrator based in London paying up to £525 Ltd per day. 6-12 Month Contract

Contracts Administrator/ Procurement Agent
PURPOSE OF JOB
Member of Contracts & Procurement Team delivering contract administration and/or procurement services over the whole asset lifecycle to meet the needs of clients business and procurement objectives.
Procurement Authority: up to £25k
KEY ACCOUNTABILITIES (to include financial and people accountabilities)
Implementing whole lifecycle procurement policy decisions within the Directorate based on Projects Procurement Strategy and Sourcing Plans.
Supporting the Contracts & Procurement Team to develop Businesses knowledge of supply markets and maintaining up to date information
Develop and maintain effective business relationships with contractors and suppliers.
Planning and managing tender action in accordance with process probity including:
Preparation of procurement plan
Tender selection
Preparation of tender documents & inviting tenders
Evaluating tenders & negotiating with shortlisted tenderers
Preparation of contracts and orders.
Administering and monitoring progress of contracts within asset group in accordance with process probity, including:
Management and control of all contractual correspondence being the focal point for all correspondence with the Contractor(s)
Evaluating supplier performance through site visits and relevant reports
Recording and responding to contractor early warnings
Negotiating compensation events and obtaining authority for variations/change orders
Review and value payment applications and certify payments to be made (disallowing costs where not a part of such contracts)
Resolving disputes, claims and remedies on contracts to achieve timely resolution in the most cost operationally effective manner.
Effective and efficient close-out of the contract
ESSENTIAL / DESIRABLE EXPERIENCE / QUALIFICATIONS
Be professionally qualified, a member or seeking to be chartered i.e. ICE or CIOB or equivalent business related qualification, and be educated to degree level or equivalent standard.
Have demonstrable and proven experience within the procurement / contract management function in a range of construction/ service orientated areas.
Have demonstrable and proven experience covering the complete procurement and contract management lifecycles.
Demonstrable and proven knowledge and experience of the supplier market and the effective application of value for money strategies and solutions.
Experience of negotiation both internally and externally, be a good communicator and must have good inter-personal skills.
Be able to comprehend technical and complex specification requirements and translate those into commercially viable contractual documents.
