Introduction

My client - a major subsea cables installation firm, have a new requirement for a Barge Superintendent for work on renewables projects.

The Job

Purpose: To ensure that designated barges are managed safely and efficiently in accordance with Flag State, Class Rules and IMO Resolutions, together with company policies and procedures, which incorporate ISO 9000:2000 (Quality), ISO 14001:2004 (Environment), ISM (International Safety Management) and Health & Safety systems.

Key deliverables:
• Verifying that allocated vessels are compliant with the above producing audit, variance and project specific reports for senior management as required.
• Ensure that all information and reports received from barges are correct and disseminated to all relevant parties.
• Ensure vessel maintenance, including all cable machinery, and surveys are planned and carried out within their range or due dates, with due consideration to future operational commitments.
• Prepare dry dock/ refit specifications, submit to tender, adjudicate tender returns with the Account Holder and Fleet Engineering Manager, control and manage dry docks with due regard to agreed timescales and budgets. Submit requests for additional CAPEX funding if agreed CAPEX funding is insufficient.
• Ensure bunkers and lubricants are controlled and monitored for quality and quantity, as well as ensuring there are adequate spare parts to meet operational requirements held on board.
• Raise insurance claims as required by the Account Manager.
• With support from the Quality Dept, ensure allocated vessels comply with all safety and environmental legislation and that relevant systems in place are adequate for such compliance.
• To be a part of the Emergency Response Team and to undertake Duty Superintendent duties as/when required.
• To make the appropriate Operational Support team member aware of any shipboard management or technical management concerns regarding the competence of marine staff appointed to owned and/or managed company vessels.
• Monitor and control repairs of allocated vessels, working within assigned budgets, keeping the Account Manager informed of any critical areas which may compromise operational readiness, together with budget variations or the need for budget re-forecasting.
• Monitor mobilisations of equipment placed onboard nominated vessels, supporting the mobilisation engineer to deliver a sound, safe and fully operational spread. This will involve HAZID/HAZOP studies and supporting the handover process from Mobilisation Engineer to Barge Superintendent.

Qualifications/Skills/Experience
Required
• A Class One Certificate of Competency (Deck or Engine). - A Class Two Certificate of Competency may be acceptable if supported with relevant shore going experience as a Superintendent
• An awareness of BIMCO & Time charters.
• Familiarity with towing procedures.
• An understanding of Steel Barge Rules and the MODU code.
Ideal
• ISO/ISM Auditor accreditation.
• Budget familiarity
• An ability to work enthusiastically both independently and as part of a team
• An understanding of the Company Management System
• Previous experience of cable barges working within the renewables sector
• An understanding of offshore lifting equipment requirements.
• Familiarity with Marsoft.
• Electrical/Electronic qualification
