Job description

Senior Engineer - Highways Design

This role includes project and programme management of the design
services, service performance management, finance management,
developing partnerships with internal and external clients and partners,
active engagement and consultation with local communities.

Principal accountabilities
1. To manage the Council's in-house highways design team to produce
designs of proposed highway improvements at all stages including
option reporting, feasibilities, concept design, detailed design and
construction packs in accordance with design briefs and all appropriate
guidance and regulations.
2. To work and supply services in accordance with Construction, Design
and Management (CDM) 2015 regulations and to comply with Health
and Safety at Work requirements with regard to contracts, contractors
on site and contract specifications.
3. Manage internal and external clients and their projects ensuring client
satisfaction.
4. Ensure the teams works comply with design standards and practices,
council policies and guidelines, engineering practices etc.
5. Maintain a customer focus. Liaise with internal / external clients and
stakeholders to ensure that the services provide best value and meet
the needs and preferences of the Client.
6. Keep abreast of best practice and policies in project and programme
management, community engagement and street design. Liaise with
other bodies and in doing so to establish working relationships that will
facilitate the securing of future funding and backing of development
projects / initiatives.
7. To manage the projects to the highest standards including management
of performance targets.
8. Ensure appropriate record keeping and maintenance of Quality
Management Systems (QMS)
9. Ensure compliance of projects to the highest quality of design and
compliance with Southwark's streetscape design standards and design
quality processes.
10. Maintain appropriate systems to improve the internal and external
communications of the projects working with various council teams.
11. Deputise for the other highways team members as required.
12. Undertake any other duties consistent with the level and nature of the
post.
13. To prepare for all stakeholders, reports, briefings and communications
detailing information and guidance in relation to highway projects or
infrastructure.
14. Delivering quality checks in relation to the design services ensuring
compliance with quality management and contract specification,
including checking and approval of designs etc.
15. To operate a range of engineering software in relation to design,
construction, project management and asset inventories.
16. To comply with customer care guidelines and initiatives and carry out all
duties in accordance with the Council's equal opportunities policy.
17. To be responsible for the development and delivery of electronic design
drawing packages using AutoCAD which will include all aspects of
construction works for Structures, Highways and Drainage projects. This
will include the initial production of the drawings and liaison with relevant
consultant staff and client officers to agree any changes required and
making those changes in a timely manner.
18. To keep abreast of new developments and innovations in design
standards and guidance at a national and local level and incorporate
these standards into all drawings produced.
19. Ensure "As Built" drawings are received form the works contractors
within the required timescales and review the information provided for
accuracy and compliance with the agreed formats.
20. Produce any required maps, plans, layouts, information sheets,
questionnaires, etc for public consultation in a suitable, user friendly
format in line with Council branding and guidance. Assist project team
in interpreting the results gained from the consultation and preparing
suitable reports for the project team to collectively agree a way forward.
21. Occasionally represent the Highways Division at council meetings,
public engagements, consultations etc. To work with local communities
and residents groups on the development of projects and services,
informing the public and resolving problems.

Job context
1. The post is supplying services to the London Borough of Southwark.
Travel to and from Southwark Council offices, sites within (or close to)
Southwark, and contractors offices is required.
2. The postholder will be expected to attend meetings with external
agencies, contractors, residents and other stakeholders and will be
expected to work with other council divisions and departments and
external stakeholders.
3. Occasional attendance out of normal working hours eg at sites with
restricted hours working, council meetings and site visits.
4. Support for the Council's diversity, respect at work and other people related
policies.
5. The postholder will be expected to advise the council on all aspects
relating to the production of design and as built drawings and work as an
integral member of the project team.
6. The postholder will be expected to manage their workloads to ensure
delivery within required timescales and to the required standards.
7. Staff management responsibility for a team of up to 6 staff.
8. Support for the Council's policies.
