Our client has a great contract requirement for a Highways Development Control Officer to join their busy HDC team with the option of a degree of remote working available.

The Job

Review any transport modelling submitted by developers in connection with a planning application and make comment and recommendations regarding the appropriateness of data and conclusions reached.

To undertake analysis and technical checks on highway and planning applications and external designs to ensure compliance with all relevant policies and technical standards to ensure accessible, efficient and safe operation.

To encourage and enable high quality highway development to promote the image of the City and to provide an attractive environment where people are proud to live, learn, work, play, visit and invest.

This post will provide a service to the public and businesses by dealing with all aspects of the highway development process for a variety of highway planning and traffic implications for both business and domestic properties.

Customer Focus - Advises householders and businesses of highway policy and standards prior to and on submitting of planning applications, including residential or commercial development to encourage compliance and delivery of new transport infrastructure. Provides advice and guidance to the applicant in the event of incomplete applications or where conditions may be applied to the approval.

Performance Management - Works within defined deadlines associated with planning applications and is responsive to other correspondence in accordance with customer feedback timescales.

Statutory Obligations - Undertakes technical checks in accordance with the Highways Act 1980, Planning and other related legislation and maintains registers of streets. Ensures the validity and completeness of all planning applications received under the planning acts to ensure compliance with planning and highway law, and local and national highway design guidance to allow applications to be determined.

Negotiate, develop and process agreements for new estate road development under s.38 of the Highways Act 1980 as necessary. Liaise with other sections of the authority and the Council's partners on the design and construction of estate roads, to ensure that they are in compliance with statutory requirements, Government and the Council's transport policy and highway design guidence, and to monitor progress on the implementation of agreed schemes and income generation.

Negotiates improvements to development proposals to encourage applications which will comply with regulations and policy to achieve a successful application. This may include the negotiation of conditions, e.g. to use particular materials or quality of design. At this level, when dealing with complex schemes, the negotiations may take some time to undertake involving external government agencies and may involve legal representation on both sides.

Prepares reports to make recommendations to the City Planning Manager on whether to approve planning applications in accordance with statutory requirements, Council policy and Government guidance to ensure that high quality decisions can be made. The recommendation will also include the need to apply conditions to the approval and whether there are complex issues to consider as part of the decision.
