The Job

Our water sector client is seeking an Engineering Manager with a civil engineering background to join their Havant based team working on a unique new reservoir project.

Portsmouth Water has embarked on a £123m project to build a reservoir at Havant Thicket. This environmentally led project will safeguard future water supplies and provide a place of natural beauty for the community to enjoy. The reservoir will provide wetland habitats, paths for walking, cycling, running and horse-riding, and a visitors' centre providing a café and educational resources for schools. The project will be mainly delivered through a main reservoir contract and two pipeline contracts, with some additional related contracts.

We are currently looking for an Engineering Manager to manage and oversee professional design services being delivered by technical experts and engineering consultants, and ultimately facilitate the development of the detailed design by the main works contractors. The successful candidate will need to work at all times in line with our clients' values of Excellence, Integrity and Respect.


  • Manage the NEC Professional Services contracts with the Panel of Experts and Design Guardian
  • Manage the design review process for the approval of designs submitted by the main works contractors
  • Manage the response to Technical Queries and design focussed Change Notices raised by the main works contractors and involve the Panel of Experts, Design Guardian, and Portsmouth Water asset management and operations teams
  • Ensure that up to date information and data regarding Portsmouth Water's existing assets are made available to the main works contractors
  • Lead the development and implementation of quality assurance and commissioning plans for the project, including the development and monitoring of design and construction quality KPIs
  • Provide the lead on the technical aspects of other projects that will form part of the overall Havant Thicket Reservoir scheme
  • Take ownership of technical issues at a strategic level and champion recommended resolutions through the internal governance process
  • This is a senior role requiring someone who can chair meetings with contractors, design guardian and the regulated independent Reservoir Construction Engineer - with the ability to resolve conflicts and drive efficient and integrated design solutions.


  • Strong communication and presentation skills
  • Good analytical skills, with the ability to review and write technical specifications, drawings and commissioning plans, at a macro and micro level of detail
  • The ability to manage and coordinate inputs from multiple parties
  • Knowledge of water industry design standards and regulations
  • A passion and drive for raising standards in health, safety and well-being
  • Excel/Powerpoint/Word/Teams
  • Knowledge of BIM design software systems

Qualifications and Experience

  • Bachelor's degree in Civil Engineering or related field of study
  • More than 10 years of experience of design management
  • Chartered with a relevant institution e.g. MICE
  • Proven track record in the design, construction and commissioning of infrastructure projects in the water sector
  • Experience of design and construction development in a BIM, common data environment
  • Full driving licence (all applicants will be required to undertake our driver assessment)


  • Salary fully dependant on experience but our client is open to a discussion on this based on experience
  • This position is a fixed term but salaried role to run the duration of the Havant Thicket Reservoir Project (2028)
