Job description
Our water sector client is seeking an experienced Quantity Surveyor to join their Havant Thicket Reservoir project team, based out of Havant. This is a salaried role which will last approximately 8 years/life of the project.
Portsmouth Water has embarked on a £123 project to build a reservoir at Havant Thicket. This environmentally led project will safeguard future water supplies and provide a place of natural beauty for the community to enjoy. The reservoir will provide wetland habitats, paths for walking, cycling, running and horse-riding, and a visitors' centre providing a café and educational resources for schools. The project will be mainly delivered through a main reservoir contract and two pipeline contracts, with some additional related contracts.
The role will support a reservoir and a pipelines contract with some flexibility in providing support for the programme as a whole. The successful candidate will need to uphold values of excellence, integrity and respect.
Responsibilities:
- Support the project managers to ensure that the project is completed within its budget
- Validate project costs during the NEC target price contract, OCI design phase and advise on value engineering decisions
- Evaluate changes and make recommendations for optimum solutions to project risk
- Audit contractor cost collection systems
- Measure progress and earned value, in liaison with contractors, the programme and risk manager, supervisors and project managers
- Scrutinise contractor information, including programmes, applications for payment, compensation events and early warning notices
- Maintain configuration control of the target price contract, KPI performance incentives and pain-gain share values
- Evaluate risk in order to enable P50 monte carlo risk analysis
- Seek early resolution to potential disputes
- Develop the lifecycle financial model in readiness for handover into operations
Skills
- Strong communication skills with the ability to build excellent relationships with the client and contractor teams
- A clear, systematic approach to analysing data and communicating solutions to challenges in an effective, efficient, high-level manner
- Ability to work to deadlines with a focus on results and quality
- Excellent analytical skills with the ability to review data and write decision support papers and progress reports
- Excel/Powerpoint/Word/Teams
Qualifications and Experience
- Bachelor's degree in quantity surveying or a related field of study
- 7 or more years of cost management experience of major civil infrastructure projects. Water industry or major earthworks experience would be an advantage
- NEC contracts experience is essential
- Chartered Member of a relevant professional institution is desirable e.g. RICS, ICES, CIOB
- Full driving licence (all applicants will be required to undertake a driver assessment)
