Introduction

Our client requires an experienced Transport Professional to join their busy Transport Team to support with project delivery.

The Job


Tasks

  1. To support the management, commissioning and monitoring of the transport capital programme comprising schemes funded via the Local Transport Plan, the Council's own resources and other sources such as government grants.
  2. To prepare grant claims and other monitoring returns in conjunction with finance and project managers and to ensure that the governance requirements and terms and conditions of individual funding streams are met.
  3. To support the preparation of funding bids, delivery agreements and business cases, working either individually or in collaboration with partner organisations and internal and external stakeholders.
  4. To take an active part in preparing and delivering consultation exercises on transport schemes and projects in collaboration with project managers and the communications team, including engagement with Councillors, local groups and residents. This could include preparing consultation documents, communication material, web content, attending meetings and communicating feedback on responses.
  5. To support the team in developing and implementing schemes and initiatives that support sustainable travel and take into account the various sub-strategies of the GM Transport Strategy including the Bee Network, Streets for All and public transport initiatives.
  6. To prepare and present briefings, reports and other documents on transport related matters and contribute to the preparation of responses to service requests and Freedom of Information requests.



Skills/abilities/knowledge/experience
Essential

  1. Knowledge of key areas of transport policy and the transport planning process and current policy direction at national and regional level and the issues surrounding sustainable transport within an urban environment.
  2. An understanding of local government procedures including finance, procurement and legal requirements in relation to transport schemes.
  3. Project management experience and the ability to oversee programmes and scheme delivery and ensure projects are delivered on time and to budget.
  4. An understanding of consultation techniques and behaviour change initiatives.
  5. An ability to communicate both verbally and in writing in a clear and informative manner for a variety of audiences.
  6. An ability to prioritise and manage time effectively, meet competing deadlines and delivering to schedule.


Desirable

  1. An understanding of the Greater Manchester City Region transport policy framework and associated funding arrangements.
