Job description
Operational Support Lead - the National Train Control Centre (NTCC) Project, IÉ Capital Investment Division (CID).
6 Month Initial Contract - Outside IR35
Location: HYBRID - 50% Dublin / 50% Remote
ROLE & PURPOSE:
- The role of the Operations Support Lead for the NTCC Systems project requires you to prepare, review and accept, on behalf of the project, various operational readiness deliverables to enable successful NTCC entry into service through a series of phased commissioning stages.
- This activity will be undertaken within the timeframe of an agreed programme and within the project's quality assurance regime.
- The role will own and be responsible for maintaining the NTCC Systems Concept of Operations.
- The role will be responsible for liaising with IÉ Safety Group to ensure that it has the right information to correctly implement changes as required to the IÉ rule book, operational safety and other operational procedures to support the NTCC entry into service plan.
- The role will be responsible for reviewing and accepting on behalf of the project, all operational deliverables prepared by the IÉ Safety Group.
- The role will be responsible for reviewing and accepting, on behalf of the project, all operational deliverables prepared by Indra, IÉ's Traffic Management System (TMS) provider, other NTCC System suppliers and other NTCC Systems project team members. This includes system operations manuals, operational 'train the trainers' training material and operational 'train the operators' training material.
- The role will be responsible for monitoring the effectiveness of the 'train the trainers' and 'train the operators' training programmes, working with IÉ stakeholders, suppliers and the project Training Lead to resolve issues in line with project timescales.
- The role will liaise with IÉ IM Operations Group, ensuring that Operations stakeholder requirements are understood and aligned with project delivery requirements.
- The role will be responsible for reviewing and accepting, on behalf of the project, operational aspects of the NTCC Systems entry into service migration plan.

LOCATION:
* 50% IÉ Dublin/50% Home Office anticipated
ESSENTIAL COMPETENCIES:
- Extensive operational railway background, with Chartered Membership of the Institution of Railway Operators preferred.
- Minimum of 10 years experience in leading operational readiness activities for major business change projects
- Strong experience in managing and maintaining Concept of Operations deliverables for major business change projects
- Strong experience reviewing and accepting rail operational readiness deliverables.
- Experience in managing the operational issues surrounding entry into service of technology systems using a staged commissioning approach.
- Experience in assessing the quality and effectiveness of operational change training programmes.
- Strong leadership, stakeholder engagement, negotiation and interpersonal skills.
- Organised, with a detailed and collaborative working approach.
- Capable of supporting the NTCC Systems project management team on railway operational issues.
