Job description
Role Overview -
Traffic Engineer (Highways Asset Management team) to predominantly deliver the footway resurfacing schemes as part of the Highway Improvements programme.
We are looking for someone who is a team player but is also happy to work alone and make clear decisions. There will be support from the wider team and they will have support from a senior engineer and technician, but key would be to predominantly manage these schemes themselves.
The budgets vary, last year was £6m, this year is £2.5m and we hope to go back to £6m pa from next April, that's in the region of 40 schemes, some of which will happen at the same time so they would be required to manage multiple schemes at the same time.
Obviously, our term maintenance contractor would deliver the actual works on the ground, and we have a very good working relationship with them so this would need to be maintained, but ensuring that things are done in the correct way in terms of policy, health & safety etc.
They would probably be required to visit active schemes most days but there is some flexibility on other days where they could work from home. Therefore must be able to drive and have access to own vehicle.
They would be expected to manage schemes on and end to end basis, set them up, get estimates, plan start/end dates, manage letter drops, and liaison with Cllrs and members of the public etc. They would be expected to manage the budget within the existing budget ceiling for that year and perform completed scheme measures and approvals.
To deliver this type of work would require some previous highways experience, project management etc, so people like a previous highways inspector may not have suitable experience for this level.
To work within the Traffic, Highways & Asset Management team responsible for Highway Improvements, Highway Design, Highways Asset Management, Traffic Management/Regulations, Road Safety, Parking and Maintenance.
To deliver planned activities and services within the Traffic, Highways & Asset Management team in accordance with the Council's strategies and policies.
Responsible for supporting the initiation, planning and implementation of highway, traffic, and road safety projects to our agreed high standards and within budget.
This role will be predominantly to deliver elements of our Highways Improvement programme. You will work within a team, reporting to a Senior Engineer and would be expected to manage one technician. The role would be supported by the wider team as required.
Therefore, any skills and relevant experience in this area would be advantageous, including working and supervising contractors, developing schemes for estimation, ordering works, and issue resolution.
With our whole street scene approach, we are looking for someone who can look beyond a standard scheme, and utilise their skills to improve multiple issues, and to drive efficiency and overall cost reduction.
You would also be expected to become involved in a variety of parking & highway related activities and schemes, as part of our wide-ranging delivery of Highways Asset Management and Street Scene improvements, across the city.
