Job summary

Job description

This local water authority has an ambitious programme of works to improve and develop its extensive network of watercourses, pumping stations and other assets, as well as constructing new assets to reduce the risk of flooding to communities and businesses.

They are also ambitious to develop new approaches to funding and managing its future programme of works, and are seeking to drive a strategic vision for the future of its constituent Internal Drainage Boards while increasing the pace and scale of delivery.

Your strengths will include the ability to manage large scale programmes of projects to time and on budget, as well as leading and managing your own suite of individual projects or groups of projects to successful completion. You will find ways of ensuring that programme management systems work for the organisation rather than act as barriers to success.

A confident self-starter, you will have strong leadership capabilities and be able to demonstrate your ability to inspire and motivate staff across a range of professional disciplines and organisations. Well-developed communication skills will be essential in order to liaise effectively with senior management and delivery teams. Experience and understanding of the drainage and flood risk management industry would be desirable, but the right skill set is more important so long as progress can be maintained and improved rapidly.

Main Responsibilities:
The Programme Manager will work to ensure cohesive project and programme management throughout the life cycle of every project (from inception to completion) within the programme, and enabling a holistic programme overview incorporating budget monitoring and forecasting, risk management and progress reporting.


Reporting to the Senior Engineer, the Programme Manager will be responsible for delivering a coherent programme of capital works. Alongside this they will support the development of multi-project Outline Business Cases and will have a key role in then co-ordinating delivery across Consortium area.


You will have line management responsibilities for project staff with and you will be expected to work closely with them to develop their capabilities and experience at a programme level, while also supporting and facilitating their ongoing professional development.
The Programme Manager will work closely with the Executive Officer and Senior Engineer to ensure that the programme delivers the priorities of the Consortium on budget and on time.


Overall Aim will be to facilitate the engineering team in delivering the Consortium's capital programme.
Responsible Areas. You will also manage the programme through the whole lifecycle
Support the engineering team in planning and designing the programme to ensure it is realistic and deliverable.
You will also support on funding projects and complete reporting.
