Job description

Job Purpose:

As Senior Street Works Coordinator you will be part of our Traffic Management & Compliance service. Reporting to the Street Works & Network Asset Manager you will be leading the coordination of street works and highways works across the network to ensure we achieve our statutory objectives and our promoters adhere to the appropriate legislative requirements. Working alongside the Senior Street Works Inspector, you will be leading the street works function and providing guidance and leadership to the inspectors and coordinators within your team. You will also be reporting on performance and compliance metrics in line with relevant legislation to aid the service to run in a smooth and efficient manner.

Key accountabilities:

Service Delivery and Team Management

  • To provide guidance and support to the street works coordinators to ensure the effective and efficient promotion and use of the computerised NRSWA/Permit system to ensure that the council fulfils its duties and obligations under the New Roads and Street Works Act (NRSWA) and the London Permit Scheme (LoPs)
  • To encourage Utilities and other works promoters including the council to fulfil their obligations under NRSWA and TMA to ensure minimum disruption to residents and road users.
  • To ensure every permit application received from all source is actioned appropriately in order to effectively and efficiently meet the Councils Network Management duties.
  • To lead the street works coordinators to ensure that all the works carried out on the highway network by all works promoters including the Council are coordinated and monitored such that the works cause minimum disruption to residents and highway users.
  • To assist the Street Works & Network Asset Manager by providing information as requested to be included in progress and management reports relating to Street Works, the Permit Scheme, NRSWA and related works on the highway network.
  • To ensure the street works team deliver an effective and efficient service for coordination of works, through investigations and analysis in order to effectively assist with the planning of the works carried out by third parties and the Authority with a view to minimising the impact of the proposed works.
  • To lead the street works team in ensuring that the needs of customers and users of the public highway network are met, and that justified and appropriate action is taken to establish and understand these needs and feedback is given.
  • To assist in the reporting of KPI's, charges, fees, statistics and performance and ensure the relevant information is provided for monthly reporting.
  • To provide sound guidance and technical leadership of the street works team and to the wider service.

Finance/Budget Management

  • Support the team on the production of draft charges and invoices to works promoters and issue such on a monthly basis for agreement.
  • Support the team on responding to any challenges from works promoters relating to the proposed charges and deal with these robustly in order to support income generation of these activities.
  • To support on the reporting of financial statistics, measures and performance to ensure monthly reporting is accurate and delivered in a timely manner.

General

  • Ensure compliance with all Health & Safety legislation and associated codes of practice, and Company policies.
  • Carry out all duties with due regard to the councils Customer Care, Equalities, Information Governance, Data Protection, GDPR, Financial Regulations and Health and Safety policies and procedures.
  • Undertake any other duties which may reasonably be regarded as within the nature of the duties and responsibilities / grade of the post as defined, subject to the proviso that normally any changes shall be incorporated into the job description documentation.

Financial Responsibilities:

  • Maintain daily, weekly and monthly records of the income related to each aspect of LoPS, NRSWA activities, and highway inspections activities in order to accurately support the Operations Manager to report on budget achievements.
