Job description
Job Purpose
We require a Consultant to work 5 days per week within an existing engineering team who are responsible for providing engineering support to the procurement of parts, services, materials to ensure that we provide materials and services that are appropriate for use on LU Rolling Stock for the safe, reliable, and cost-efficient operation of our services. This typically includes the following activities:
- Technical product specifications (TPSs)
- Technical requirements specifications (TRSs)
- Selection and tender questions
- Technical evaluation during bidding process
- Non-competitive transaction assessments
- Early market engagement presentations and assessments
The procurement activities require both electrical and mechanical engineering expertise, but the majority of demand is biased towards mechanical engineering. The primary activities will be to produce:
- the technical specifications and requirements to enable competitive procurement tenders
- the production of technical arguments to justify single source procurements
Working arrangements: The working arrangement is hybrid working with expectation to attend our offices in Palestra, Southwark every Thursday for in-person working and team meeting. On other days it is working from home or in our TfL offices at Palestra, Southwark or Endeavour Square, Stratford. The role may require visiting sites across the TfL estate throughout the working week.
The nature of the work means continuity of resource is important and therefore it is not suitable for resource to be routinely changed. We require an individual consultant to be assigned to the role for a minimum of 6 months; should there be a need to change the individual, then we will require a minimum 1 month overlap of resources to allow for an effective handover to mitigate impact of the transition on the delivery of the procurement activities.
Knowledge:
- Mechanical engineer, ideally with asset domain knowledge of UK Rolling Stock
- Familiarity with the Utilities Contracts Regulations 2016 and experience of public sector procurement preferable
- Knowledge of applicable health & safety legislation, industry best practice, standards and guidance
Skills:
- Ability to communicate effectively, both orally and in writing, with people (expert and non-expert) at all levels across the organisation and externally.
- Ability to influence people at all levels across the organisation, including negotiating and successfully facilitating joint decision-making
- Ability to analyse complex data (quantitative and qualitative), draw conclusions, and produce solutions and decisions
- Use of Microsoft Office 365 products
