About DIO United States Visiting Forces (DIO USVF)

The United States Visiting Forces (USVF) Senior Safeguarding Manager is part of the 1* USVF portfolio acting as the delivery agent with a current challenging £1.8bn portfolio to the USVF for the design and construction of infrastructure on USVF bases in the UK. The USVF are responsible for developing and ensuring the delivery of the programme of work (driven by funding, geography and independencies), made up of 4 sub-programmes, to support USVF operational capability based in UK within the context of the European Deterrent Initiative (EDI) and European Consolidation Initiative (ECI) encompassing a number of projects across the breadth of USVF infrastructure developments in the UK.

Summary of the Role
The role of the C1 Senior Safeguarding Manager is to ensure coherent compliance with UK and US statutory and mandatory regulations and standards across the USVF portfolio. The postholder will provide key liaison with the wider UK governing bodies , US governing bodies, Defence Safety Authority (DSA), DIO Technical Support Services, and Local Governing Authorities (e.g. councils and highways) and will be part of DIO MPP USVF SME team, providing advice to ensure all USVF personnel have an understanding of compliance standards for both UK and US standards. Where safeguarding compliance may conflict across standards, the post holder will provide or facilitate an agreed way forward or advise of a precedence from previous projects. Where necessary the postholder will arrange and lead conversations between USVF and regulatory organisations to ensure adherence or establish appropriate interpretation to meet the most onerous requirements from the applicable UK and US standards and achieve accepted compliance to each.
In MPP USVF there is a need to adhere to a wide range of US and UK Statutory and mandatory regulations which include UK MoD Joint Service Publications (JSPs) and MoD/DIO technical standards and the USAF, Unified Facilities Criteria (UFCs) and Air Force Regulations and pamphlets. The post holder will be familiar with these standards and develop a sound working knowledge of them to provide advice to the MPP USVF team. In addition to advice, the postholder will provide assurance of DIO MPP USVF supply chain in the application of the appropriate standards to ensure project and estate compliance.
