Role:

Major Programmes and Projects (MPP) are the capital infrastructure delivery specialists to the DIO & MOD. Their portfolio includes high profile and complex projects, with our clients Major Programmes in value over £1bn. These projects include the development of runways and jetties, key refurbishments, accommodation for US Forces and much more.

Our client is looking for a Senior Health and Safety Advisor (H&S) to join their team on a long term contract, of up to 5 years. The role of the ESM is to ensure coherent compliance with relevant UK and US regulations and standards across the The United States Visiting Forces (USVF) portfolio.

In MPP there is a need to adhere to US and UK Statutory and mandatory regulations which are wide ranging and include:

  • UK MoD Joint Service Publications (JSPs)
  • MoD/DIO technical standards
  • USAF, Unified Facilities Criteria (UFCs) and Air Force Regulations and pamphlets.

The post holder will be, or become, familiar with these standards and develop a sound working knowledge of them to provide tailored advice to the MPP USVF team.

Responsibilities are not limited to:

The postholder will be responsible for leading H&S within the USVF geographical areas, ensuring adherence to all agreed processes and operating procedures. You will:

  • Work collaboratively with all parts of the organisation and to facilitate appropriate interfaces.
  • Support assurance programme, support projects regarding H&S advice and standards, manage reporting and trend analysis in addition to undertaking first line incident investigations and root cause analysis.
  • Ensure coherent compliance with UK and US statutory and mandatory regulations and standards across the USVF portfolio.
  • Provide key liaison with the wider UK governing bodies (e.g. US governing bodies, Defence Safety Authority, DIO Technical Support Services, Environmental Authority and Local Governing Authorities).
  • Arrange and lead conversations between stakeholder organisations to review H&S plans both at project and programme level but also for MPP USVF directorate ensuring corporate H&S requirements are cascaded through the business to ensure adherence.
  • Provide assurance of supply chain in the application of the appropriate standards to ensure project and estate compliance.
  • Work closely with project stakeholders.
  • Ensure information is co-ordinated and captured within the Regulatory Compliance team to document delivery best practice.
  • Assist in stakeholder engagement forums where specialist H&S advice is required to develop robust processes to evaluate compliance challenges and joint standard approval trackers.
  • Provide presentations to senior stakeholders and organisations were required to highlight H&S performance across the MPP USVF business areas.
  • Carry out random H&S audits and assurance reviews at key stages to achieve project compliance and provide confidence to key stakeholders.

What we are looking for in you:

Essential:

  • Ability to prioritise, organise, identify issues, and proactively resolve them.
  • Health and Safety or related qualifications to Diploma or higher; NEBOSH Diploma.
  • A relevant Professional Membership.
  • Relevant H&S experience in facilities/ estates or construction management

Desirable:

  • Experience of working in the Ministry of Defence and/or other Government Departments or Public Sector organisations
  • Knowledge and experience of working on installations occupied by a Host Nation and Visiting Force or similar, where regulations and standards of both countries apply.
