Job Title: Project Manager
Directorate & Section/Unit: Minor Infrastructure Projects (MIP)
Reporting to: Minor Infrastructure Projects Manager
Management / Supervisory Responsibility for: Internal and external contractors and stakeholders
Please find attached job description and person specification attached for 2 Project Managers to deliver:
- Signal controlled crossings
- Zebra & parallel crossings
- Small junction improvements (widening, narrowing, introducing mini islands
- Walking and cycling routes
- Possibly some traffic calming

Purpose of job:
To implement transport policies and strategies aimed at reducing reliance on single occupancy car use.
Responsible for the negotiation and delivery of non-major transport improvement and highway works projects within budget, time and quality constraints.
To deliver infrastructure projects and other schemes, which improve the opportunity for people to use sustainable transport, improve access to opportunities and services and reduce the need for single occupancy car use.
To be a local authority expert on the development and delivery of walking, cycling, freight, motorcycling, passenger transport, DDA compliant and horse friendly infrastructure.
Main Activities & Responsibilities:
- To deliver projects as part of the strategic capital improvement programme relating to non-major transport infrastructure in accordance with the Local Transport Plan and in partnership with other colleagues internally and externally, and to manage and deliver any other projects as appropriate.
- To manage project budgets (typically £1.2m+ per annum), including monthly forecasts, monitoring and control, and all financial control systems requirements as part of this.
- To ensure completion of project inception (including negotiations), feasibility, consultation work, procurement and construction of specific schemes within cost and time constraints and to quality standards.
- To work with other teams within the Directorate and the County Council, contractors and suppliers during project feasibility, consultation through to construction phases to develop projects that are practicable during construction and represent best value to WCC and stakeholders including arranging early contractor involvement (ECI).
- To supervise on site progress of construction and to ensure contractors have signed construction works in accordance with Chapter 8 and to work with contractors to ensure Health and Safety Project Management Plans are adhered to and being responsible for the sign off of these plans.
