Job description
Purpose of Role:
The Programme & Performance Analyst will support the Transport Contracts & Performance Manager in tracking project delivery and outcomes across the division. You will work closely with colleagues across the service to ensure programme information is up to date, contributing to regular reporting of progress and risks at both the divisional and corporate levels. Your focus will include developing improved programme management processes and ensuring adherence to effective governance and quality assurance standards across the Council's supply chain.
Additionally, you will collate and analyse data to support data-led decision-making and performance monitoring. A strong understanding of business processes and project governance, alongside analytical skills, is essential for this role. You will embody the values and behaviours of the organisation, championing positive change and putting residents at the heart of all decisions.
Key Responsibilities:
- Develop and maintain collaborative relationships with divisional senior leadership and key stakeholders to ensure mutual understanding of project objectives and performance.
- Ensure timely and quality submission of updated project management documentation, including programme trackers, project plans, and business cases.
- Ensure full compliance with the Council's Programme and Project Management System, creating and maintaining high-quality baseline management products and timely reports.
- Contribute to the development of robust business cases, clarifying business benefits and quantifying resource requirements.
- Lead the identification and evaluation of project risks, issues, dependencies, and constraints, and develop appropriate solutions.
- Design and review process maps, procedures, and specifications, ensuring compliance with corporate objectives and standards.
- Collate, analyse, and interpret data from all service areas, maintaining a performance data dashboard for the division.
- Provide periodic data analysis and reporting for internal and external audiences.
- Develop and manage internal governance processes, ensuring all necessary approvals are secured before project implementation.
- Commission and manage the performance of delivery partners and consultancy support, ensuring project quality and adherence to objectives.
- Monitor training plans to identify and address skills and knowledge gaps.
- Plan and manage continual professional development to ensure awareness of best practices and high-quality project reporting.
Job Requirements:
- Experience in project planning, scheduling, and monitoring using Microsoft Project, including updating plans to respond to change and developing tracking tools.
- Proficiency in analysing and presenting complex data sets using Excel, Power BI, and Word to inform performance reporting and decision-making.
- Ability to review processes and suggest improvements, with a rapid grasp of new concepts and confidence to recommend changes.
- Strong interpersonal skills to build positive working relationships with colleagues, contractors, stakeholders, and residents, with an open and approachable manner.
- Experience in the public sector, particularly in transport or the built environment, is advantageous.
- A project management qualification and a degree in transport, environment, or a relevant field are desirable.
