Job description
Matchtech are working with a key client in North America to support the recruitment of an experienced Signalling Designated Project Engineer to work on high profile railway projects.
This role will require full relocation to Toronto.
Key Contributions
Functional/Technical
- Leads the review and comment on design deliverables provided by designers, consultants, and suppliers. Review will be independent from other teams across the railway program adopting an approach of general overview and reasonable checking.
- Responsible for signal and communication systems life cycle assurance for rail corridors within the project portfolio including conceptual design development, design reviews with a focus on general overview and reasonable check
- Organizes and conducts meetings with team members and management to communicated information related to the project requirements associated with Signal and communication systems
- Review suitability of evidence from Design, Construction and Testing and Commissioning team for verification and validation purposes.
- Ensuring functional coordination across a matrix organization
- Ensure the safety, EHS and compliance requirements are fulfilled at all times and properly implemented in the signal and communication systems scope of works
- Review the Electrification strategy definition in line with contract requirements, including PMP elaboration and objectives allocation to the team (planning, cost, quality, performance)
- Leads and coordinates signal and communication activities and stakeholders from transfer to close-out, including Design, Procurement, Installation, T&C, Maintenance, and Warranty phases
- Definition of signal and communication objectives and main drivers (product/ service performance, planning) to achieve customer satisfaction in the frame of the Contract
- Make sure that key project stakeholders are aligned with project/goals
- Monitor and periodically mobilise a team of engineers to assist with review of design work packages and other submittals.
- Have an understanding of System Engineering approach to project delivery; both System Integration and System Assurance.
- Provide advice on requests for deviations from standards related to electrification of a railway corridor.
- Establish standards and best practices for quality of the reporting and analytics throughout CPG.
Education - A bachelor's degree in engineering, preferably mechanical, electrical, electronics, or transportation management, or a related field is required.
Experience - 10+ years in Transit and Railway construction management in Signal and communication system design. Experience managing large, complex, multi-year transit projects in an operational environment, for signaling and Communication systems and related works. Highly experienced with awareness of design and construction of underground/overhead electrical distribution transit systems
Certifications or Designations - Professional Engineer registered in PEO, Ontario
Technical Competencies:
- Advanced knowledge of different types of signaling systems including conventional systems as well as advanced train control systems (ETCS)
- Understanding of Canadian Rail Operating Rules (CROR) and Signal Design Manual
- Understanding of the challenges related to brownfield system implementation is an asset
- Understanding Communication systems including backbone fibre optic system
- Experience with System Design lifecycle, requirement management, System and safety assurance (RAMS) in accordance with EN50126
- Knowledge of Canadian Method for Risk Evaluation and Assessment (CMREA)
- Knowledge of Interface Management and the interface between signaling
- Proficient in Microsoft Office, including PowerPoint, Excel, Word, and Outlook
- Management and leadership skills to provide leadership oversight and coach and mentor staff
- Knowledge of project management principles and practices to lead and direct cross functional teams and consultants, ensuring adherence to timelines and project performance objectives
- Must have the ability to make sound decisions in the course of daily work
- Analytical, oral/written communication and negotiation skills to work with internal/external team members
- Proficiency in the use of project management software and computer applications is essential
- Ability to plan, schedule and organize a variety of activities and deal with stressful situations with tight deadlines with a high degree of accuracy thorough understanding of engineering, architectural, and other construction drawings
