About the Role

We are seeking an experienced Technical Delivery Outcomes Manager to support the rollout of a centralised identity and access management system for law enforcement agencies and national applications. This is a pivotal role in ensuring the successful onboarding of agencies and applications, coordinating technical engagements, and managing change processes within a high-priority national programme.

Key Responsibilities

  • Stakeholder Engagement:
  • Act as a liaison between law enforcement agencies and the National Identity and Access Management (NIAM) programme.
  • Build and maintain relationships with policing organisations, Forces, and Law Enforcement Agencies (LEAs).
  • Identify and engage key contacts to understand their technical landscapes.

Project Delivery:

  • Support the onboarding of ~180 organisations to NIAM, including ~100 DF (Direct Federation) and ~80 MIDP (Managed Identity Provider) entities.
  • Work collaboratively with other managers and technical teams to resolve technical challenges and track outcomes.
  • Contribute to the development of repeatable onboarding patterns for national applications.

Change Management:

  • Conduct change impact assessments and implement supporting guidance and communication.
  • Update technical documentation, briefing packs, and deployment plans.
  • Proactively manage risks, escalating issues as necessary.

Management Information (MI):

  • Maintain trackers for accurate MI reporting.
  • Capture discovery information about technical landscapes and onboard progress.

Key Skills and Experience

  • Recent experience and understanding of law enforcement stakeholders and their technical systems.
  • Proven ability to manage multiple priorities across teams and ensure timely delivery of outcomes.
  • Experience in stakeholder relationship management and engagement at senior levels.
  • Strong technical knowledge and the ability to translate technical concepts for non-technical stakeholders.
  • Expertise in creating and maintaining deployment plans, risk treatment strategies, and mitigation measures.

Preferred Qualifications

  • Change Management Practitioner certification.
  • Working knowledge of the Law Enforcement Data Programme or associated initiatives.

This role is critical to the success of the NIAM programme, which underpins national law enforcement technology initiatives. The successful candidate will play a vital role in ensuring all required organisations are onboarded by the programme's conclusion.
