Job description
Job purpose
* To promote and facilitate the provision of new housing throughout the area through working with a range of partners such as DLUHC, Homes England, registered providers, private developers, parish councils, and with local landowners and communities, working proactively with development and community interests to remove barriers and facilitate the increased delivery of new homes.
* To prepare and maintain a Housing Strategy for the Council.
* To maintain an up-to-date understanding and awareness of different available opportunities designed to support housing growth and the delivery of the Council's Housing Strategy. To explore and promote these opportunities with key partners as a means of supporting housing delivery.
* To take a key role in the enabling and optimising the delivery of affordable housing and acting as the key link between stakeholders to meet the Council's affordable housing objectives. The post holder will identify and facilitate potential development opportunities and delivery mechanisms including using innovative solutions such as land assembly and identifying stalled sites where national funding could unlock development.
* To lead complex negotiations with housing developers, Registered Providers and other partners in order to secure the appropriate supply, level, mix and quality of affordable housing within new developments including reviewing and commenting on the affordable housing provision within s106 agreements, including those with project viability issues.
* To engage in the development process from an early stage through providing informal advice and being involved in pre-application discussions, providing advice to case officers and elected members, including at planning committee, to monitoring the delivery of homes on site, enforcing planning obligations and supporting the completion of necessary housing returns. The post holder will provide input into the Council's local plan making process and provide advice to communities preparing neighbourhood plans.
