Our client, operating within the Highways, Transportation, and Planning sector, is seeking a Development Control Engineer to join their team on a contract basis.

Job description


The role supports the delivery of highway development control schemes, providing advice, approval, and monitoring of development-related highway works, and managing legal agreements related to new and existing roads.

Key Responsibilities:

  • Process highway applications and technical approval under S38, S184, and S278 of the Highways Act 1980
  • Handle Stopping Up applications, Highway Licences, Projection Licences, and technical approvals under relevant Acts
  • Provide highways advice on new planning applications' impact on the highway network
  • Maintain compliance with current regulations, standards, and specifications
  • Negotiate with Legal Services and third parties on various applications
  • Prepare cost estimates for highway works associated with development management schemes
  • Attend and represent the Highway Authority in meetings with developers and other public sector officers
  • Visit sites to inspect works ensuring conformity to approved drawings and specifications
  • Manage a database of applications and financial transactions for the Development Management Team
  • Ensure engagement and communication with customers and stakeholders align with service excellence
  • Promote and adhere to corporate values and equality standards
  • Maintain robust health and safety practices

Job Requirements:

  • Qualified to a minimum of ONC/HNC, ideally Degree level in Civil or Highway Engineering / Transportation
  • Extensive experience in managing S38 and S278 projects including technical audits and adoption processes
  • Understanding of highways and transport policies and associated legislation
  • Strong knowledge of health and safety legislation within the construction industry
  • Demonstrated ability to manage multiple projects from inception to completion
  • Proven customer care skills and ability to interact with various stakeholders
  • Experience in supervising contractors and monitoring highway works
  • Good working knowledge of Microsoft Office Suite including Word and Excel
  • Full driving licence or ability to travel around the borough daily
