Job description
Working out of the Environment, Sustainability and Leisure's (ES&L's) Programme Management Office (PMO), the Programme Manager will be responsible for leading the delivery of the Streets for People programme. Our Streets for People strategy sets out a bold vision and a firm commitment to improve our residents' quality of life and take action on climate change, by changing how we all travel and use streets across. The Streets for People strategy was approved in July 2023, and a delivery plan was approved in January 2025, outlining how we aim to deliver on our objectives. One of the key components of this plan are nine new Streetspace schemes, which will transform communities by discouraging through-traffic from using residential streets and implementing improvements such as wider pavements, bike lanes, and green spaces.
Key Responsibilities:
- Lead the delivery of the Streets for People programme, ensuring objectives are met.
- Oversee the implementation of nine new Streetspace schemes, enhancing accessibility and safety.
- Turn strategic ideas and objectives into practical and well-organised delivery plans.
- Develop Target Operating Models to apply strategies or visions to business units, services, or departments.
- Manage and motivate a team of multi-disciplinary practitioners to achieve programme and project objectives.
- Produce and manage relevant programme and project documentation such as PID, RAID etc.
- Build and sustain strong relationships with stakeholders of all levels, including senior management.
- Ensure efficient programme and project budgeting and resource allocation.
Job Requirements:
- Educated to degree level or substantial programme and change management work experience.
- Ongoing certification in programme and project management methodologies like PRINCE2 and APM.
- Experience of establishing and leading local government transformation and change programmes.
- Strong decision-making and programme management skills.
- Effective management, communication, and interpersonal skills.
- Competent in financial planning and producing business cases showing returns on investment.
- Ability to delegate, assign tasks, and motivate team members effectively.
- Skilled at pre-empting problems and finding innovative solutions.

Hybrid - with a requirement to be in the office on Mondays and Tuesdays.
