The Job

Responsibilities:

To co-ordinate and integrate resources to deliver a programme of works, utilising internal staff, shareholder resources, external consultants and supply chain partners as required.

To maintain a collaborative approach to working with Officers, Members, stakeholders and suppliers.

To be accountable for the delivery of services across the County, including delivery to programme, to standards and to budget.

To engage with key stakeholders in the development, design and implementation of resilient programme of works.

To establish and maintain effective relationships with key stakeholders, internal staff, shareholder resources, suppliers and supply chain partners. Work with them to maintain standards and to establish new and improved ways of working ensuring that value for money is delivered.

To liaise with other senior managers and service Team Leaders to coordinate countywide activities and provide support and resilience to other teams.

To work with Local Area Technicians (LATs) and Area Managers to ensure works take account of their local knowledge and they remain fully informed with regard to the progress of schemes.

To identify opportunities to establish savings and ensure targets for improvement are deliver on time.

Ensure teams are appropriately skilled and equipped to carry out activities instructed.

Ensure resilience within the teams at times of peak demand to ensure the delivery of statutory requirements.

Knowledge, skills and experience:

This role will require a detailed understanding and experience of delivery in a highways operational capacity.

Excellent communication skills with the ability to adapt communication techniques to suit audience.

Excellent leadership skills to inspire motivate and develop others to high levels of performance.

Excellent planning and organisational skills, to manage a range of complex activities and to achieve given targets and objectives.

Excellent time management skills to manage a complex workload, prioritise and set deadlines and cope with changing demands.

Initiative, strategic and political awareness demonstrated in problem solving and decision making.

Excellent customer service skills, with experience of resolving escalated/complex customer queries.

Knowledge and understanding of the systems, policies, procedures, professional guidelines, legislation, best practice and emerging developments within the scope of the service area.

Budget and contract management experience.

Good ICT skills including use of standard Microsoft applications and specialist systems.
