Highway Licensing Officer
A need for an officer to be part of the Network Management/Streetworks Team to provide licences in respect of skips, builders materials, scaffolding, etc. By reviewing and making decisions on licenced activities on the Council's road network.
To give advice to applicants, customers, residents and colleagues on the issue and range of licences available.
To provide a highway licensing function to the Network Management Team evaluating and determining applications as appropriate.
Provide licences in respect of skips, builders materials, scaffolding, hoarding & mobile cranes, by reviewing, evaluating and making decisions on the issue of licensed activities by person(s), or companies wishing to use the road network.
The role will encompass all works carried out on the public highway whether these are undertaken as a statutory right, under the terms of a street works licence, temporary structures, cranes, skips, materials or as part of the council's requirement to maintain the integrity and structure of its highway network.
The post holder will be office based but may need to attend site with the Street Works Manager or Network Operation Officer occasionally.
To ensure that revenues due for providing these functions are collected in a timely fashion and in accordance with standing instructions.
To understand, collate, update spread sheets & report financial management and procedures ensuring all invoicing associated with the street works & works permitting function is carried out efficiently and in a timely manner along with receiving payments.
This role relates to all Highways Act 1980 licensed activities. You will make decisions on a daily basis ensuring that agreements for these activities cause minimum disruption and congestion to the road network and in conjunction with the Network Team
To provide delivery plus assistance in the coordination of all road and street works in an effective and efficient manner to deliver best value and ensure continuous improvement.
To ensure that all relevant data is accurate, timely and all regulatory requirements under current legislation are adhered to & assisting the team in delivering its designated objectives of legislative compliance within the London Permit Scheme ( LoPs), The New Roads and Street Works Act 1991 (NRSWA) & Traffic Management Act 2004 (TMA)
To undertake all office duties connected with the regulation and issue of licences e.g. invoicing, comprehensive filing, collation of documents, filling out forms and other paperwork to a high standard.
To contribute to establishing and operating technical information systems including Mayrise, EToN, PARIS etc.
The post holder requires knowledge and understanding of relevant areas of the service, i.e. Network Management, New Roads and Street Works Act 1991, Traffic Management Act 2004, Highways Act 1980, Permit Scheme Regulations 2008, London Permit Scheme, health and safety, EToN and customer care experience to effectively deliver the functions within this role, excellent communication skills and street works experience are also expected with previous local authority experience desired but not essential.
Desirable - Knowledge of New Roads and Street Works Act - Traffic Management Act - LOPs
Knowledge/use of EToN & Mayrise.
Excellent IT skills
