Introduction

You will be responsible for the development and delivery of the agreed Annual Plan which sets out a programme of both revenue based street lighting reactive and routine maintenance works, and capital funded street lighting improvements.

The Job

DESCRIPTION

The Street Lighting Manager will head up the Street Lighting Team. The post holder will also be responsible for the management of third party works, including the identification of potential clients, understanding their needs and the development of solutions.


RESPONSIBILITIES

To work with team members to deliver revenue and capital funded maintenance and improvement projects through inception, design and construction.

To co-ordinate and integrate resources to deliver a project or programme, utilising internal staff, shareholder resources, external consultants and contractors as required.

To engage with Elected Members, Members of Parliament, District Authorities, Local Area Forums and the wider public in development, design and implementation of projects or programmes of work.

Prepare detailed reports on delivery progress, for presentation to senior management and the Client.

Liaison with client, stakeholders and third parties where necessary.

Liaise with other team members associated with the design and supervision of the allocated schemes.

Ensure the scheme design complies with the specification and agreed programme.

Provide guidance and assistance to junior members of the design team.

Maintain accurate records on the allocated projects.

Ensure all designs are assessed for environmental impacts.

Have responsibility for ensuring Contractors deliver to agreed standards.

To establish and maintain effective relationships with other stakeholders, agencies, authorities and suppliers and work with them to establish new and improved ways of working ensuring that value for money is delivered.

Ensure all necessary construction related quality Management and Health and Safety documentation is prepared and adhered to.

Work with Local Area Technicians and Area Managers to ensure all works take account of their local knowledge and they are fully informed with regards to the progress of schemes.

Manage the preparation of appropriate Certificates for the works.


SKILLS AND EXPERIENCE

HNC educated or equivalent experience

Experience project engineer with a good understanding of design and construction

Proven written and verbal communication skills

Excellent planning and organisational skills, to manage a range of complex activities and to achieve given targets and objectives

Excellent time management skills to manage a complex workload prioritise and set deadlines and cope with changing demands

Experience of preparing and assessing tenders/contracts

Budget and contract management experience
