Job description

  • Our client is looking for an Enforcement Team Leader to join their team on a contract basis.

IR35 status:

  • This role is INSIDE IR35 (PAYE or via Umbrella Company)

Job Description

  • £350 per day.
  • 3 month initial contract (scope to extend)
  • Hybrid set up (2 days per week in the office)
  • Team leader position
  • Based in the South West

Key Responsibilities

  • The Planning Enforcement Team Leader is responsible for the day to day management of a team of 10 Planning Enforcement Officers (EOs). The EOs, and to a certain extent the Team Leader him/her/etc-self, are responsible for investigating breaches of planning control. The day to day management includes carrying out 121s (for well-being reasons, performance monitoring reasons, etc.), and assisting the EOs with investigations, notice drafting, appeal work, etc, as necessary.

  • Working with the EOs, and as appropriate other Service managers and team leaders, the Enforcement Team Leader is responsible for deciding whether or not for each investigation it will be expedient to take formal enforcement action; and where it is expedient, to determine the appropriate action, and prepare notices with the EOs as necessary. Related to the this the Enforcement Team Leader will be responsible for preparing and/or contributing to appeal statements as required. The Enforcement Team Leader is also responsible for instructing the Council's Legal Team where prosecution proceedings are necessary, and acting as the Council's expert witness in such cases as necessary.

  • 2 days per week minimum in the office - to do at least some face-to-face 121s with the enforcement officers, and to do at least some site inspections (singly or sometimes with an EO) within the county (starting and finishing at an office base). As for the office-base itself, this could be any of the three hubs, but with the expectation that to maintain contact with all of the EOs it would be necessary to operate from different hubs now and then. Essentially, how the TL role operates needs to be fluid - with in-office working as and when it is required, and from whatever hub is best-suited for the case (or cases) being worked on at any one time.

  • Hybrid set up - remote work/office work/site visits
  • Communicating feedback to the general public.
  • Ability to fulfil the travel requirements of the role.

Working hours:

  • 37.5 hours a week
  • Monday to Friday
  • Flexible working available.
  • Overtime occasionally available depending on workloads.

Pay rates:

  • £350.00 per day
