- Liaise with stakeholders and other interested parties as required to ensure optimum use of temporary closures of the highway, ensuring, a high standard of roadworks, traffic management and safety.
- Maintain and develop effective relationships with stakeholders, Councillors and other Council staff, external organisations, contractors, and members of the public in relation to the traffic regulation order process.
- Process data for the co-ordination and processing of TRO's using appropriate IT systems to ensure compliance with legal requirements.
- Deal with incoming customer enquiries (including FOIs) ensuring adherence to corporate customer service standards.
- Write reports regarding responses received to all statutory notices
- Be responsible for the invoicing of Orders to third parties / stakeholders and keeping audit logs for payments received regarding the processing and making of all traffic regulation orders
- Be responsible for escalating unpaid debt and work with colleagues in finance as necessary to take enforcement recovery action.
- The postholder will be required to work occasionally outside 'normal' office hours / as required by their line manager.
- Management and oversight of the Buchanan Computing contract (or any alternative which may be procured) which provides specialist advice and additional resource for the production of traffic regulation orders.
- To deliver a specialist service in the making of permanent Traffic Regulation Orders taking into consideration the requirements as set down in the prevailing legislation.
- Delivering specialist technical advice, guidance, and expertise on traffic regulation orders to colleagues, contractors, and other parties both internal and external.
- To work with the relevant team to support public consultation exercises, where these are required, for more extensive parking and transport schemes, providing technical advice as required
- To lead on the maintenance and consolidation of existing Traffic Regulation Orders and introduction of new Orders as necessary
- To deliver a specialist service, carrying out a range of skilled activities in coordinating highway activity to maximise service quality and continuity.
- To understand and comply with relevant legal, regulatory, policy, procedural, governance requirements and standards.
