What We're Looking For
You are an experienced Highways and Transport professional with expertise in areas such as traffic and highway design, street lighting, flood risk, or highways maintenance. You bring strong technical knowledge, practical delivery skills and the ability to lead a small team. You will report to the Principal Engineer.
Key Responsibilities
Lead the design and delivery of highways services and projects, ensuring compliance with legislation, Council policies and industry best practice.
Work within CDM 2015 and Health & Safety requirements, ensuring safe working methods and clear contractor specifications.
Produce engineering designs, analyse transport data and develop technical options aligned with UK standards (TSRGD, TSM, MfS2, DMRB).
Manage contractors, term contracts, task orders and KPIs.
Deliver all project stages from feasibility to handover, including commissioning and responding to Road Safety Audits and managing utilities liaison.
Organise surveys, site inspections and construction monitoring.
Support programme management and contribute to budget monitoring.
Prepare clear technical reports and updates for stakeholders.
Lead and support Engineers, Technicians, Graduates and Apprentices, contributing to team development and training.
Maintain accurate financial and project records, attend occasional out-of-hours meetings and uphold customer care and equality policies.
Promote innovation, digital processes, sustainability and improved ways of working.
Engage constructively with residents, partners and colleagues, promoting inclusive practice and adherence to Council values.
Take responsibility for personal development, complete mandatory training, and contribute to Equality Impact Assessments where required.
Essential Skills & Knowledge
Relevant HND/HNC/Degree or equivalent experience.
Collaborative approach aligned with Council values.
Strong digital and IT competence, with interest in service digitisation.
Political awareness and confidence working with elected members.
Ability to analyse data, improve processes and manage resources responsibly.
Clear communicator with understanding of corporate priorities.
Commitment to change, improvement and inclusive working practices.
Desirable Skills & Knowledge
Chartered or working toward professional status (ICE/CIHT).
Project management experience and understanding of NEC3 contracts.
Experience supporting staff development or undertaking line-management duties.
Proficiency in AutoCAD (KeySigns/KeyLines), with desirable knowledge of Civil 3D, KeyPost, KeyAccident.
Experience with traffic data analysis and modelling.
Experience delegating tasks and coordinating team workloads.
