Our client is looking for a diligent and experienced Street Lighting Officer on a contract basis. This role is pivotal in managing and maintaining the council's street lighting infrastructure, ensuring it meets Standards and delivers an efficient lighting service to the local community.
Job Purpose
To provide expert technical support for maintaining the council's lighting stock. This includes:
- Monitoring and instructing contractors
- Identifying complex electrical faults
- Assessing contractor work to ensure compliance with contract standards
- Ensuring contractor adherence to council specifications
- Monitoring lighting output to ensure compliance with British Standards
Key Responsibilities
- Being an active member of the street lighting and trees team.
- Routine monitoring of lighting contractors, including inspecting electrical testing certificates, column painting cycles, cleaning, and structural testing programmes.
- Reviewing scouting reports and ensuring faults are remedied within contract standards.
- Routine inspections of lighting output, including taking accurate lux and/or candela readings at potentially unsociable hours.
- Providing expertise in LED technology for outdoor lighting.
- Preparing and presenting reports on contracted services performance.
- Extracting and analysing data to assess contractor performance.
- Instructing contractors and suppliers according to relevant contract terms.
- Ensuring accurate record-keeping and monitoring outcomes for internal and external customers.
- Supporting managers in the improvement and development of high-quality outsourced services.
- Liaising with stakeholders to resolve complaints or concerns about contractor performance.
- Ensuring the council's infrastructure availability is maximised by instructing contractors or sourcing alternative solutions.
- Meeting accreditation or audit scheme requirements.
- Reviewing, validating, analysing, and interpreting data and information for internal use and reporting purposes.
- Maintaining sensitivity and courtesy when dealing with contractors, businesses, customers, and the public.
- Supporting effective performance management, meeting work targets and standards.
- Promoting the council's image, policies, and objectives.
- Adhering to the council's customer care, equal opportunities, data protection, and health and safety policies.
- Undertaking any other duties as required and relevant to the responsibility level of the post.
- Actively safeguarding the health and wellbeing of children and vulnerable adults as part of all responsibilities.
Job Requirements
The ideal candidate will have demonstrated experience in street lighting, particularly in:
- Lighting and electrical fault identification
- Managing and instructing contractors
- Understanding and implementing relevant British Standards
- Data analysis and report preparation
- LED technology as it pertains to outdoor lighting
- Excellent teamwork and communication skills
- A careful, courteous approach when interacting with the public and stakeholders
