Job Specification: Payroll Compliance Specialist

The Role
The main purpose of this position is to lead the end-to-end monthly payroll service, ensuring the payroll cycle is delivered accurately, on time, and in full compliance with public sector policies and statutory obligations.
Key responsibilities include:
Overseeing payroll compliance checks to ensure accuracy, timeliness, and full adherence to legislative and organisational requirements.
Managing statutory submissions to HMRC, pension schemes, and other regulatory bodies.
Acting as the organisation's subject matter expert for payroll data analysis within Oracle HCM systems.
Contributing to the design, configuration, and continuous improvement of payroll processes to support efficiency, transparency, and value for money across the public sector environment.
The Person
We are seeking a proactive and reliable payroll professional with strong technical capability and a keen eye for detail.
The ideal candidate will have:
Experience with Oracle Cloud HCM and payroll configuration (advantageous).
High levels of integrity, professionalism, and discretion when handling sensitive data.
Strong understanding of payroll legislation, ideally within local government or another complex public sector setting.
Excellent numerical, analytical, and problem-solving skills.
The ability to remain calm, organised, and focused under pressure-especially during payroll deadlines.
