Our client is seeking a Traffic Management Order (TMO) Officer on a contract basis to join their team. This role involves the drafting and processing of all Traffic Management Orders and Notices related to highway, planning, parking, and traffic regulations. It is a critical position requiring a comprehensive understanding of traffic management and relevant legislative processes.

Key Responsibilities:

  • Draft and process TMOs and Notices for highways, planning, parking, and traffic regulations.
  • Prepare and manage emergency and temporary traffic orders, including cost estimation and payment liaison with contractors.
  • Set up and maintain progress report files and indices related to orders and notices.
  • Organise public enquiries, meetings, and respond to queries arising from publication of Notices.
  • Utilise computer systems to enhance the functionality of the post.
  • Recommend suitable measures to engineers regarding conflicting traffic management strategies.
  • Engage with stakeholders and provide relevant schedules.
  • Liaise with elected Council representatives, the public, and other organisations on proposed schemes.
  • Maintain current knowledge of technical, transport policy, and legal literature relevant to the role.
  • Publish Notices via the London Gazette and local newspapers and manage related invoices.
  • Ensure database accuracy relating to all Orders and keep online records updated.
  • Draft legal documents for implementing traffic and parking provisions including traffic calming measures, Controlled Parking Zones, and other traffic regulations.
  • Research and write various Traffic Regulation Orders including temporary and emergency orders.
  • Provide legal advice and draft documents for inter-departmental and external schemes.
  • Provide plans following highway resurfacing works to reinstate on-site restrictions.
  • Recommend appropriate signing and carriageway markings for Traffic Management Orders in accordance with legal regulations.
  • Submit information to the Ombudsman and respond to Freedom of Information queries.
  • Attend and advise at internal and external meetings on traffic order processes.
  • Provide a legal advisory service to TfL and the Greater London Authority.
  • Liaise with the Enforcement Office and support penalty charge notice enquiries.
  • Review procedures in response to new legislation and workload changes.
  • Lead special projects such as the consolidation of Orders or scheme reviews.
  • Manage and maintain the digitisation of TROs on relevant systems and databases.
  • Control and prioritise the Traffic Order making process and represent the Council in legal matters related to Traffic Orders.

Job Requirements:

  • Experience in Traffic Order making.
  • Awareness of local government processes and political context.
  • Knowledge of traffic order legislation, technical and operational aspects.
  • Ability to work independently and manage deadlines effectively.
  • Excellent written and verbal communication skills.
  • Experience handling customer enquiries and legal objections.
  • Proficiency in digitising TROs and maintaining comprehensive records.
  • Proven track record in delivering successful traffic order programmes.
