Our client, a prominent organisation within the highways sector, is seeking a Strategic Partner Manager to manage strategic delivery partnerships and frameworks. Based within a reputable council, this permanent role focuses on overseeing a substantial portfolio of commissions provided by suppliers, ensuring contractual and practical obligations are met, and maximizing the benefits of these agreements.

Key Responsibilities:

  • Managing strategic delivery partnerships and frameworks on behalf of the council
  • Ensuring compliance with contractual and practical obligations to these agreements
  • Managing the business support team within professional services, including leadership and line management for up to five staff
  • Acting as the deputy to the Head of Professional Services, supporting in commercial and contractual matters
  • Providing day-to-day management of the Professional Services Partnership, monitoring supplier performance through KPIs
  • Representing the council for externally owned frameworks such as Bloom, ESPO, and Midlands Highway Alliance
  • Maintaining an industry view on emerging opportunities to enhance the supply chain
  • Establishing internal governance for timely payment and cost allocation to projects
  • Managing contractual documentation for services and projects
  • Mobilising and demobilising partnerships and frameworks
  • Creating and operating a resourcing strategy for short and long-term workload management and staff succession planning
  • Ensuring procurement through partnerships prioritises safety and complies with financial regulations
  • Invoicing external partners where the council provides or procures professional services
  • Contributing to the development and sustainability of internally delivered professional services

Job Requirements:

  • Experience in managing strategic delivery partnerships and frameworks within the highways sector
  • Strong knowledge of commercial and contractual matters in professional services
  • Proficiency in developing and monitoring KPIs for supplier performance
  • Excellent leadership and line management skills
  • Understanding of industry trends and ability to engage the supply chain innovatively
  • Experience in governance and compliance with financial regulations
  • Exceptional organisational and planning abilities
  • Strong communication and stakeholder management skills
