Senior Engineer - Offshore Construction
Project: LBA CCS Transport & Storage - HyNet North West
Contract Duration: 12 months
About the Project
The HyNet North West initiative aims to transform the region into the world's first low‑carbon industrial cluster by 2030. As part of this, the Liverpool Bay Decommissioning Project plays a critical role in enabling the wider Liverpool Bay CCS development. We are seeking a highly experienced Senior Construction Engineer to provide home‑office construction expertise and ensure robust planning, constructability, and execution support across this major energy transition programme.

Key Responsibilities
The successful candidate will be responsible for delivering high‑quality construction engineering input, including:

  • Leading constructability reviews and preparing detailed Constructability Reports.
  • Performing Technical Bid Evaluations for construction and decommissioning scopes.
  • Developing offshore installation studies, methodologies, and Installation Reports.
  • Assessing offshore execution strategies, schedules, and fabrication man‑hour estimates.
  • Supporting cost estimation activities through preliminary construction cost assessments.
  • Preparing Construction Execution Plans and evaluating construction man‑hours.
  • Developing construction procedures and project‑specific construction specifications.



Required Qualifications, Experience & Skills
Technical & Project Expertise

  • Strong background in offshore decommissioning constructability and safety reviews (HAZID/HAZOP).
  • Experience reviewing Scopes of Work, Construction Work Packs, and Technical Bid Evaluations.
  • Proven ability to interface with vendors and contractors during tender evaluations.
  • Skilled in assessing construction man‑hours based on engineering deliverables and schedules.
  • Offshore site experience as a client representative, including progress monitoring and inspection.
  • Broad understanding of offshore execution, installation, fabrication, hook‑up, and decommissioning.
  • Familiarity with onshore fabrication strategies and multidisciplinary interfaces (marine ops, weight control, etc.).


Management & Compliance

  • Competence in documentation, site, and contract management.
  • Strong understanding of HSE, quality, and site management principles.
  • Experience in project feasibility, risk management, and close‑out reporting.


Desirable

  • Degree or certification in Civil, Mechanical, or Electrical Engineering.
