A global leading technical manufacturing business are currently recruiting for a Strategic Procurement Manager on a fulltime permanent contract based in Merthyr Tydfil.
The Strategic Procurement Manager will be responsible to lead strategic sourcing and subcontract management across complex, high‑value categories, driving value, security of supply, and supplier risk mitigation. Accountable for translating business strategy into effective procurement plans, ensuring compliance, and delivering strong supplier performance through robust commercial, contractual, and stakeholder management. The role also leads the strategic procurement team, enables cross‑functional collaboration, and supports the organisation's operational, financial, and long‑term objectives.

Key responsibilities for the Strategic Procurement Manager role includes and not limited to:
- Develop and execute category strategies aligned to business and programme objectives.
- Lead end‑to‑end strategic sourcing activities, including market analysis, RFQ/RFP activity, supplier negotiation, and contract award.
- Manage high‑value and critical supplier relationships, ensuring delivery performance, resilience, and continuous improvement.
- Deliver cost optimisation and value creation, balancing cost, quality, risk, and security of supply.
- Ensure full compliance with defence procurement regulations, export controls, security requirements, and internal governance and audit frameworks.
- Lead complex contract negotiations, including commercial terms, risk allocation, and long‑term strategic agreements.
- Identify, assess, and mitigate supply chain risks, including geopolitical, financial, and operational exposure.
- Collaborate closely with Engineering, Programme Management, Commercial/Legal, and Finance to support programme delivery.
- Provide procurement input into bid activity, ensuring sourcing strategies align with customer and contractual requirements.
- Drive supplier performance management through KPIs, structured reviews, and continuous improvement initiatives.
- Provide leadership, direction, and development to the Strategic Procurement team in line with leadership principles.
Key requirements for the Strategic Procurement Manager role includes and not limited to:
- Strong experience in strategic sourcing or procurement within a complex, regulated environment (e.g. Defence, Aerospace, Nuclear, Engineering or similar).
- Proven ability to deliver commercial value and cost savings across high‑value contracts.
- Solid experience managing contracts and supplier relationships.
- Good understanding of supply chain risk and resilience.
- Experience working within regulated procurement and governance frameworks.
- Confident stakeholder management skills, including engagement at senior leadership level.
- Strong commercial judgement, analytical capability, and decision‑making skills.
- Strategic mindset with the ability to plan for the long term.
- Effective negotiator with strong influencing skills.
