This role sits within a major, long‑term initiative to transform a defence training system and help deliver the most advanced and effective training capability in the world. The programme brings together leading UK defence training organisations, Government stakeholders, and industry experts, all committed to delivering an ambitious and future‑focused transformation.
The Role
This is more than a job - it's a mission. As Social Value Programme Manager, you will work within a high‑impact, collaborative environment where every team member plays a vital role in shaping the future of Army training. You'll be part of a matrix organisation and work directly with defence and industry partners to embed meaningful, measurable social value into every element of the programme.
You will champion innovation, support operational delivery, and ensure that the programme delivers lasting benefits for service personnel, local communities, suppliers, and the wider defence ecosystem.
Main Responsibilities
- Develop and implement a comprehensive Social Value Strategy aligned with Defence priorities, including sustainability, inclusion, skills development and community engagement.
- Embed social value principles across all programme workstreams-from infrastructure and technology to training delivery and supply chain engagement.
- Build strong relationships with forces stakeholders, MOD representatives, local authorities, industry partners and community organisations.
- Oversee the planning, delivery and integration of social value projects within programme plans and contractual frameworks.
- Monitor progress against defined KPIs and drive continuous improvement and innovation.
- Ensure compliance with relevant Government and defence policies, including PPN 06/20 and MOD procurement guidance.
- Produce clear, insightful reports and briefings for senior leadership, highlighting impact, risks and emerging opportunities.
Who We're Looking For
We value people with a mission‑focused mindset - individuals who want to serve, collaborate and deliver meaningful outcomes. You don't need a military background, but you will understand what it means to put the mission first and work as part of a collective, unified team.
You will have:
- Proven experience leading social value programmes within defence, public sector, or large‑scale transformation environments.
- Strong understanding of UK Government social value frameworks and MOD procurement processes.
- Excellent stakeholder engagement skills and the ability to build trusted relationships at all levels.
- Experience developing strategies, managing delivery and reporting on social impact.
Desirable Qualifications/Experience
- Degree or equivalent in Public Policy, Social Sciences, Sustainability, Defence Studies, or related field.
- Familiarity with defence training environments and MOD governance structures.
- Membership of professional bodies such as Social Value UK or IEMA.
