Our client, a leader in the highways sector, is currently seeking a Highway Development Management Engineer to join their team on a contract basis.
Key Responsibilities:
- Provide expert transport and highways advice supporting various teams and external partners
- Act as the Council's expert witness at planning inquiries
- Prepare statutory highway/transport responses, including reviewing planning applications and conducting site visits
- Prepare evidence for appeals
- Advise councillors, officers, MPs, and community groups with clear, impartial professional guidance on highway and transport matters
- Secure developer contributions, such as Section 106, negotiating and monitoring infrastructure contributions
- Manage Transport Assessment reviews, scoping TAs with developers, and assess traffic modelling using TRICS, ARCADY, PICADY, and LINSIG
- Coordinate technical inputs and liaise with consultants
Job Requirements:
- Experience in development management, transport, and highways
- Strong knowledge of transport and highway-related legislation and policies
- Proven ability to provide expert advice and act as an expert witness
- Ability to prepare and review statutory responses
- Excellent communication skills with the ability to advise various stakeholders impartially
- Understanding of securing developer contributions and managing infrastructure delivery
- Proficiency in traffic modelling tools such as TRICS, ARCADY, PICADY, and LINSIG
- Capability to manage and review Transport Assessments
