Our client, a leading public sector organisation, is currently seeking a Senior Project Manager - Transport Delivery to join their Highways team on a contract basis in Portsmouth. This role supports the Transport Service within the City Council's Economy, Transport and Planning Directorate, focusing on the delivery of the Local Transport Plan 4.
Key Responsibilities:
- Project manage business transformation and process changes to meet legislative requirements related to Digital TROs and Moving Traffic Offences
- Support and lead live projects to transform service delivery and develop a self-sufficient organisation
- Prepare estimates and monitor project costs to ensure completion within agreed budgets
- Manage the preparation and assessment of tenders and contract documents
- Direct and monitor staff and manage external consultants to ensure successful project delivery
- Prepare and maintain Project Initiation Documentation (PID), including mandates, business cases, and risk registers
- Represent the team and Council at meetings, consultations, and advising members as necessary
- Encourage project managers to pursue personal development through effective supervision and allocation of work
Job Requirements:
- Educated to HND or degree standard in a relevant subject
- An appropriate professional project management qualification (e.g., PRINCE2 practitioner level) and membership of an appropriate professional body (e.g., APM)
- Extensive post-graduate experience with a demonstrable track record of end-to-end project management
- Ability to manage public sector projects from initiation through to successful completion, preferably in the transport sector
- Experience with contract management and leading small project teams
- Excellent commercial awareness and experience working within strict budgetary controls
- Strong analytical and problem-solving skills, with the ability to prioritise workload and manage time effectively
- Good experience working with stakeholders, contractors, and agencies, along with excellent communication skills
- Experience preparing reports and correspondence using research and information gathering techniques
- Awareness of relevant legislation and regulatory framework for environmental issues is desirable
- Familiarity with Microsoft Office applications, including Microsoft Project
