Our client, a prominent player in the water infrastructure sector, is currently seeking a skilled Preconstruction Manager to join their team. This position is essential for overseeing activities during the pre-construction phase of infrastructure projects, acting as a bridge between the client, design team, and construction teams, this role ensures seamless project delivery from concept to construction start.
Key Responsibilities:
- Lead the pre-construction process from concept to Notice to Proceed (construction Phase).
- Coordinate with clients, engineers, architects, consultants, and internal stakeholders to develop project scope and objectives.
- Oversee early-stage feasibility studies and constructability reviews.
- Assist estimating team to manage and prepare detailed cost estimates at various design milestones.
- Develop and manage the pre-construction budget and ensure alignment with client expectations and funding availability.
- Lead value engineering efforts to optimize project scope and budget.
- Develop procurement strategies and lead subcontractor/supplier selection processes.
- Develop and maintain preliminary project schedules including design timelines, permitting, procurement, and construction milestones.
- Identify and manage critical path activities and project risks.
- Identify and mitigate pre-construction risks including environmental, permitting, geotechnical, and utility constraints.
- Ensure compliance with all relevant regulations, codes, and standards.
Required Skills and Experience:
- Degree in Civil Engineering, Construction Management or a related field.
- Professional certifications would be preferred.
- SMSTS, CSCS card, or equivalent.
- Proven experience in pre-construction, estimating, or project management within infrastructure or heavy civil construction.
- Strong understanding of infrastructure systems, specifically within the water sector.
- Proficient in estimating software (Excel) and scheduling tools (e.g., Primavera P6, MS Project), and BIM/review tools.
- Excellent knowledge of construction methods, materials, and industry standards.
- Strong commercial acumen and contract knowledge (e.g., NEC, FIDIC, JCT, or relevant local contracts).
- Exceptional communication, negotiation, and organizational skills.
