Our client, a prominent player in the water infrastructure sector, is currently seeking a skilled Preconstruction Manager to join their team. This position is essential for overseeing activities during the pre-construction phase of infrastructure projects, acting as a bridge between the client, design team, and construction teams, this role ensures seamless project delivery from concept to construction start.

Key Responsibilities:

  • Lead the pre-construction process from concept to Notice to Proceed (construction Phase).
  • Coordinate with clients, engineers, architects, consultants, and internal stakeholders to develop project scope and objectives.
  • Oversee early-stage feasibility studies and constructability reviews.
  • Assist estimating team to manage and prepare detailed cost estimates at various design milestones.
  • Develop and manage the pre-construction budget and ensure alignment with client expectations and funding availability.
  • Lead value engineering efforts to optimize project scope and budget.
  • Develop procurement strategies and lead subcontractor/supplier selection processes.
  • Develop and maintain preliminary project schedules including design timelines, permitting, procurement, and construction milestones.
  • Identify and manage critical path activities and project risks.
  • Identify and mitigate pre-construction risks including environmental, permitting, geotechnical, and utility constraints.
  • Ensure compliance with all relevant regulations, codes, and standards.

Required Skills and Experience:

  • Degree in Civil Engineering, Construction Management or a related field.
  • Professional certifications would be preferred.
  • SMSTS, CSCS card, or equivalent.
  • Proven experience in pre-construction, estimating, or project management within infrastructure or heavy civil construction.
  • Strong understanding of infrastructure systems, specifically within the water sector.
  • Proficient in estimating software (Excel) and scheduling tools (e.g., Primavera P6, MS Project), and BIM/review tools.
  • Excellent knowledge of construction methods, materials, and industry standards.
  • Strong commercial acumen and contract knowledge (e.g., NEC, FIDIC, JCT, or relevant local contracts).
  • Exceptional communication, negotiation, and organizational skills.
