Southend-on-Sea City Council is looking for a skilled and motivated Traffic Regulation Order Officer to join our dynamic Traffic Management and Parking team. This is a full-time, permanent role with the flexibility of a hybrid working arrangement, providing a great work-life balance.

In this key position, you will play a vital role in the successful delivery of traffic management, highway, and parking schemes by offering expert technical knowledge and ensuring compliance with national legislation and local governance practices regarding the production of legal traffic regulation orders. Your work will help optimise road closures, ensure a compliant TRO process, and keep stakeholders informed.

You will ensure all traffic orders are processed effectively, in line with the Council's governance procedures, and advise senior managers on any risks, issues, or solutions as they arise. Your role will involve collaborating with various stakeholders to ensure roadworks and traffic management schemes are delivered to the highest standards, with a focus on safety and compliance. Additionally, you will manage the invoicing and payment processes related to traffic regulation orders, ensuring all records are maintained accurately.

You will undertake other duties as may reasonably be required, which are consistent with the role and level of responsibility of this post.

NB: This post will be predominantly remote working but there is an expectation to attend the office when required and this requirement will be dependent on the needs of the business.

You will be expected to adopt a flexible working approach as you will be required to work occasionally outside 'normal' office hours / as required by their line manager.

What you'll need to succeed


To excel in this role, you'll need a solid understanding of Traffic Signs Regulations & General Directions 2016 and the Traffic Management Act 2004. Experience with Traffic Regulation Order processes is a must, and you should be comfortable navigating the legal, regulatory, policy, and procedural standards that govern this field.

You'll be expected to offer expert technical advice and guidance to colleagues, contractors, and external partners, ensuring the smooth coordination of traffic schemes across the City. Your role will involve working closely with other teams to support public consultation exercises for larger parking and transport projects, providing advice where needed.

While experience with the Road Traffic Regulation Act 1984 and the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996 would be advantageous, it is not essential for the right candidate.

Your application will not be considered if you do not have a full driving Licence.

You need to be degree qualified, or equivalent significant vocational experience in highways, traffic or parking.
