About the Role
This is an exciting opportunity to play a key role in shaping transport investment decisions across the East Midlands.
As the region's Local Transport Authority, EMCCA is delivering a significant programme of transport investment, supported by over £2 billion in funding and the development of the first Mayor's Transport Plan. Ensuring that investment decisions deliver maximum value requires robust appraisal, evidence, and analytical insight.
We are seeking a Transport Analyst to provide expert technical assessment of schemes and programmes, ensuring all proposals meet Government Green Book standards and industry best practice. You will play a critical role in supporting the Single Assurance Framework, helping to ensure that investment decisions are robust, transparent and deliver meaningful outcomes.
Working closely with senior leadership and stakeholders across the organisation, you will contribute to the continuous improvement of scheme design and evaluation.
Key Responsibilities
- Assess transport investment proposals using Green Book methodologies and provide clear, evidence-based recommendations
- Prepare high-quality appraisal reports to support decision-making at both scheme and programme level
- Provide expert advice to scheme promoters, supporting the development and refinement of project proposals
- Review and improve business case submissions to ensure quality and readiness for formal assurance processes
- Act as an intelligent client when engaging with consultants and external specialists involved in scheme development
- Support the development of appraisal processes, including contributing to the establishment of external assessment panels
- Work collaboratively with analytical and data teams to strengthen the evidence base supporting scheme evaluation
- Monitor developments in government guidance and appraisal methodologies to ensure continued compliance and best practice
- Collaborate with neighbouring authorities and partners to support cross-boundary scheme development
- Represent EMCCA in technical discussions with funding bodies, including the Department for Transport

About You
We are seeking a highly analytical and detail-focused professional with a strong understanding of transport appraisal and investment decision-making.
Essential Skills and Experience:
- Experience in transport scheme appraisal and business case assessment
- Strong knowledge of Government Green Book methodology
- Proven ability to produce clear, structured reports for a range of audiences
- Strong analytical skills and experience working with transport data and evidence
- Ability to communicate complex technical information clearly to non-technical stakeholders
- Experience working collaboratively across teams and organisations
- Strong organisational skills, with the ability to manage multiple priorities simultaneously
- High levels of professional credibility, integrity and accountability
Desirable:
- Experience developing or contributing to transport business cases
- Familiarity with transport modelling tools and methodologies
- Understanding of transport investment planning processes
- Experience working in a public sector or politically sensitive environment
Qualifications
- Degree (or equivalent experience) in a relevant discipline such as transport planning, economics, geography, or a related field
- Evidence of continued professional development
- Membership of a relevant professional body is desirable
