Key Unit Accountabilities
- Assist with negotiating and preparing legal agreements in line with the highways act 1980, which will include by not be limited to 278's and 38's agreements.
- Explore opportunities for external and grant funding and assist in the preparation of bids.
- Provide assistance at Planning approval stage requiring attendance at pre-application meetings.
- Assist the co-ordinator in providing technical approval for Highways works proposed by developers, amending, rejecting and approving drawings as necessary.
- Attend DRW in connection with engineering inspections and approvals ensuring a communication line exists between developers and interested parties to minimise disruption during works.
- Monitor sites and address any issues arising with a view to maintaining safe working practices and protecting the Highway, pursuing legal action where necessary
- Take responsibility for ensuring policies and procedures for all Council works on highway land are being undertaken in accordance with the TMA 2004, the New Roads and Street Works Act 1991, the Highways Act 1980, the London Permit Scheme and Construction Design Management (CDM) 2004.
- Assist in conjunction with management in the procurement of external consultants to undertake services within the Highways Service as and when required.
- Work in conjunction with the relevant highways officers as directed to ensure best value is received from our term contractors.
- Regularly attend public meetings involving elected Council members and directors as and when required.
- Provide Line Management and support staff, proactively encouraging learning and development and ensuring all relevant HR processes and polices are adhere to, including, but not limited to, 1-2-1s, sickness returns, annual leave management.
- Work flexibly in undertaking the duties and responsibilities of this job, and participate as required in multi-disciplinary cross-department and cross-organisational groups and task teams.
- Take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes, amongst others; Management Compliance Charter, Environmental Policy, Data Protection Act, Race Equality Action Plan, Quality Assurance Plan, Health & Safety, Sustainable Construction and Recycling.
- Take responsibility, appropriate to the post for tackling racism and promoting good race, ethnic and community relations.
