Our client is seeking a Senior Planning Officer to join their team within the East Midlands Combined County Authority (EMCCA). This is a permanent position offering a significant opportunity to influence the long-term strategic planning of the region.
Key Responsibilities:
Strategic Planning
- Provide expert leadership on spatial planning policy and evidence
- Shape long-term regional growth, infrastructure, and environmental strategy
- Represent and defend planning positions at public examinations and inquiries
Project & Programme Management
- Oversee complex, high-value projects and consultant teams
- Lead business cases, funding bids, and investment proposals
- Manage multiple workstreams, ensuring delivery on time, budget, and quality
Stakeholder Engagement
- Work with senior stakeholders including government, local authorities, developers, and investors
- Lead negotiations and build consensus across competing interests
- Manage public consultations and communications
Governance & Decision Support
- Produce reports, briefings, and strategic advice for senior leaders and elected officials
- Support evidence-based decision-making and long-term investment strategies
- Maintain governance processes for planning and monitoring frameworks
Leadership
- Deputise for Head of Planning
- Support and supervise planning staff
- Drive innovation and continuous improvement within the team
Job Requirements:
- Strong spatial planning expertise and knowledge of policy/legislation
- Experience in major planning programmes and public examinations
- Proven project management and business case development skills
- Excellent stakeholder management, negotiation, and communication skills
- Leadership and ability to work independently in complex environments
