Location: Whiteley, Fareham (1 day per week onsite average)
Duration: 6 month initial contract
Rate: £550 p/day UMB (Inside IR35)
NATS (National Air Traffic Services) are looking for a Senior PMO Manager to join their team on a contract basis. This role is working within LTIP projects - NATS Long Term Investment Portfolio (LTIP) uses the Project, Programmes and Portfolio Office (P3O) framework to identify and deliver its Capital Portfolio of Change.
This is a leading role. The post holder is accountable to the Principal PMO Manager/PMO Practice Lead for the effective contribution and ongoing delivery of a professional PMO services. You will:
- Be responsible for delivering a consistent PMO Service within the Capital Change Portfolio for High Complexity programmes.
- Significant stakeholder engagement will be required to deliver the ways of working provided by the CoE & PMO; these will include programme, business and engineering staff, as well as senior colleagues both within NATS and external customers.
- Influence, drive, negotiate and challenge as a senior Trusted Partner to both the Programmes Delivery Practice (Programmes and Projects) identifying process improvements and efficiencies.
- Ensure the delivery of the PMO function for governance, assurance, management, processes and strategies across High Complexity Programmes or as the Lead PMO Manager for large Sustainment Programmes and sub-Portfolios at the Programme and Project Delivery Levels.
- Be responsible for effectively driving, influencing, and communicating business changes, updates, and improvements to Programmes and Portfolio teams by ensuring these are embedded in process.
- Establish and maintain governance and assurance arrangements for the delivery of projects and programmes, defining clear roles, responsibilities and accountabilities that align with organisational practice, and in accordance with the P3 Assurance Strategy.
- Act as the Lead PMO Manager for programmes where multiple PMO Managers are assigned, provide leadership to and task-manage PMO Managers within their programme.
- Identify, influence, and drive new and improved ways of working in order to continuously improve PMO Management activities and services to improve NATS Project & Programme Delivery management capability.
What we are looking for in you:
- Holds a recognised Professional qualification in a relevant subject (PMO, Programme, Project, P3O) or proven significant experience in the sector
- Detailed knowledge and significant expert experience of the Project, Programme and Portfolio Management environment and proven understanding of industry best practice and its application
- Strong analytical skills and excellent attention to detail with a logical and structured approach to work
- Recognised as an expert by other senior professionals, who is called on by others for advice.
- Accomplished, credible and respected manager with well-developed interpersonal, communication, influencing and negotiation skills gained in a complex organisation undergoing significant transformation. Proven experience of providing management to actively interact and influence, manage behaviours and win 'hearts and minds' across all levels (internal to the business and external) and proactive in leading, delivering and improving.
- Ability to take a strategic view across a programme and the portfolio
- Strong innovation skills, proven ability to drive continuous improvement, robust, and prepared to challenge and be challenged
- Excellent written and oral communication skills, including report writing and presentation skills
- The ability and confidence to make sound and effective decisions and to negotiate and motivate is essential, ensuring outcomes are clearly communicated
- Be able to demonstrate a commitment to Equality through action on Diversity and Inclusion
- Undertake delegated responsibility from the Head of Centre of Excellence & PMO, and PMO Management Team as and when required within agreed boundaries
Desirable:
- Good honours degree (which could be scientific, technical, or business oriented) or equivalent professional experience operating at a management level delivering complex technology intensive programmes
- A sound understanding of the business with excellent organisational skills
- An understanding and appreciation of the technical environment within a similar industry
