Job description
As the Lead Engineer, you will be responsible for overseeing the engineering and project management of the Council's Section 106, Section 278, and all private works programme, as well as managing the delivery of various highway public realm improvement initiatives.
Your main duties will include effectively managing and monitoring individual project budgets for the Capital Programme, assessing contractor claims, ensuring compliance with relevant legislation, managing staff and contractors, and communicating with senior management and key stakeholders regarding service delivery.
Key Responsibilities:
- Responsible for engineering and project management to deliver Section 106, Section 278, and private works programme
- Manage and monitor individual project budgets for the Capital Programme
- Assess contractor claims and produce regular update reports
- Act as the lead officer for individual projects, liaising with Senior Service Manager for Projects, Cabinet Members, and other Councillors
- Ensure compliance with relevant legislation and codes of practice
- Manage staff and contractors, including monitoring productivity and allocation of resources
- Communicate with Senior Service Manager, senior management, and key stakeholders regarding service delivery
- Manage Council's contractors and consultants, including engagement and consultation
Job Requirements:
- Significant experience in engineering and project management
- Strong understanding of Section 106, Section 278, and private works programmes
- Knowledge of relevant legislation, including Highways Act 1980, New Roads and Street Works Act 1991, Traffic Management Act 2014, Road Traffic Regulations 1984, Flood Water Management Act 2010, and Town and Country Planning Act 1990
- Experience in managing staff and contractors
- Excellent communication and stakeholder management skills
- Ability to effectively manage project budgets
