The Technical and Asset Investment Director is accountable to the Chief Executive for the technical performance, asset management strategy and asset investment decisions. The role covers all technical performance aspects relating to works including lifecycle investment, funded improvements and third party projects. For lifecycle aspects under direct control the role ensures the effective planning, delivery, and optimisation of lifecycle investment, asset performance, and technical governance to meet contractual, financial, and handback requirements.

Responsibilities:

Leadership and Team Management

  • Managing a team of 6 people
  • Providing technical leadership and driving asset strategies to meet short term and longer term objectives, including handback
  • Lead technical engagement with key stakeholders
  • Work collaboratively with other teams who influence asset investment and delivery

Technical Oversight and Engineering Governance

  • Provide technical oversight and input into key decisions.
  • Ensure designs meet lifecycle requirements and whole-life cost principles. Drive value engineering
  • Establish and maintain structures, systems, and procedures to ensure interventions meet durability and technical requirements
  • Oversee and challenge the quality of technical advice

Programme Delivery and Performance Management

  • Provide support to the Commercial and Asset Delivery Director for the programme management of all works
  • Monitor and report on technical performance and works progress
  • Monitor the delivery of value, including in innovations and new practices

Strategy, Asset Management & Investment Planning

  • Own and be accountable for the Asset Management Strategies and its delivery through 1-year, 5-year, and 30-year Asset Management Forward Plans and through end of year reporting via the Annual Asset Management Report
  • Ensure the robustness of the AMFP for the Board.
  • Set the strategic direction to deliver asset management objectives (asset performance, whole of life, handback and carbon related objectives)
  • Manage and continuously improve lifecycle modelling and investment planning, linking to the financial model in collaboration with the Finance Director.
  • Establish and maintain governance processes
  • Ensure condition methodologies and Asset strategies are reviewed and update on a regular basis
  • Lead and engage with the clients Handback team to ensure a collaborative and aligned approach to Project Road outcomes at concession expiry Handback. Take an active lead with key contributions in Handback Committee meetings.
  • Promote and lead on innovation via a rigorous business case process

Asset Management Systems, Data & Certification

  • Own and oversee the ISO 55001 certified Asset Management System (AMS)and asset information provided
  • Drive continuous improvement of AMS IT capability and data-driven decision-making including both the RMMS and Decision Support Tools.
  • Contribute and provide support to other certified managements systems including IS0 44001, PAS 99 and PAS 2080 including end of year annual management system reviews.
  • Monitor end-to-end asset management system performance and champion new leading-edge practices

Risk, Safety and Compliance

  • Own and manage all technical and works risks and opportunities ensuring effective mitigation strategies and clear accountabilities
  • Develop timely solutions to emerging risks and incidents, particularly those impacting safety.
  • Ensure all works comply with CDM Regulations and Road Safety Audit (RSA) requirements
  • Co-develop and deliver the Health & Safety Strategy with the CEO to achieve network safety objectives
  • Lead and promote a Zero Harm safety culture, including supporting Strategic Safety Forums, Deep Dive reviews and supply chain safety meetings

Qualifications/Experience

Essential

  • Degree level educated in an engineering related discipline and ideally a Chartered Engineer.
  • Extensive senior management experience in civil engineering working either in a contracting or a client organisation includes experience in PPP/PFI projects.
  • Proven experience relevant to technical aspects of a brownfield project in the roads industry
  • Clear communicator with proven experience managing interactions with senior stakeholders including board level experience
  • Knowledge of PPP type contracts
