Our client, an esteemed authority in the highways sector, is currently seeking a dedicated Street Works Manager for a contract position. This role involves managing and coordinating street works and highway activities to ensure minimal disruption and compliance with statutory requirements.
Job Purpose:
To lead, manage, plan, control and co-ordinate the execution of the Council's duties under the New Roads and Street Works Act 1991 (NRSWA) and the Traffic Management Act 2004 (TMA), ensuring the effective regulation and co-ordination of street works and highway activities across the borough.
To support the Head of Highways Management in delivering a planned, co-ordinated and efficient approach to the management of street works, minimising disruption, congestion and impact on the highway network while ensuring statutory compliance and the safe operation of the borough's roads.

Key Responsibilities:
- Make a positive contribution to the delivery of the service, achieving the objectives of the council.
- Manage and lead staff to ensure high performance and capability improvement.
- Oversee a customer-focused service and the efficient use of resources.
- Ensure the council's vision, values, and ethos are central to the service requirements.
- Support effective working relationships and serve as an ambassador with external organisations.
- Stay updated with service delivery developments and best practices.
- Support the Head of Highways Management in delivering the Council's NRSWA and TMA duties.
- Co-ordinate and enforce street works to minimise highway network disruption.
- Provide technical advice on NRSWA and TMA matters to stakeholders.
- Maintain effective relationships with utility companies, contractors, and other stakeholders.
- Co-ordinate highway works and events to manage road space and network performance.
- Manage the Lane Rental Scheme and monitor traffic-sensitive streets.
- Oversee highway activity inspections and ensure legislative compliance.
- Develop systems to improve street works management and reduce network disruption.
- Manage financial processes including permits, inspection fees, and overrun charges.
- Compile and analyse service performance data and prepare reports.
- Represent the Council at various meetings regarding streetworks activities.
- Ensure compliance with health and safety legislation and policies.
- Undertake continuing professional development and other relevant duties.
- Comply with the Council's Customer Care, Equal Opportunities, and Best Value Policies.
Job Requirements:
Knowledge and Qualifications:
- Degree / HNC or equivalent experience.
- NRSWA Accredited to Supervisor level.
- Current knowledge of highway maintenance techniques.
- Understanding of Highways Legislation.
- Knowledge of NRSWA and TMA regulations.
Experience:
- Substantial experience in a similar environment or public body.
- Experience of performance indicators.
Skills and Abilities:
- Able to work independently.
- Able to manage and motivate staff effectively.
- Excellent interpersonal skills.
- Proficient in computer usage.
