Our client, is seeking a Highways Asset Manager to take on an interim secondment role within their highways assets team. This contract position will lead the strategic management of the highways asset function.

Key Responsibilities:

  • Lead and develop a multi-disciplinary professional team, setting clear direction and managing performance.
  • Develop and deliver comprehensive highways asset management plans, including lifecycle planning and inventory management.
  • Shape long-term strategies, policies, and procedures in alignment with council objectives and national best practices.
  • Manage and influence significant capital and revenue budgets, ensuring value for money and robust financial planning.
  • Oversee the development of capital maintenance programmes and support bids within the Medium Term Financial Plan.
  • Ensure full compliance with legislation, standards, and health & safety requirements.
  • Act as a senior technical representative for the council with various stakeholders.
  • Drive innovation, continuous improvement, and adoption of best practices in asset management.

Job Requirements:

  • Significant experience in highways asset management with the ability to operate at a senior level.
  • Extensive knowledge of highways asset management legislation, policy, and lifecycle planning.
  • Proven track record in managing substantial budgets and influencing investment decisions.
  • Strong strategic planning and service delivery experience, including policy development.
  • Experience in leading and motivating multi-disciplinary teams and building a collaborative culture.
  • Credibility and confidence to work effectively in a political environment.
  • Excellent communication, presentation, and influencing skills.
  • Degree level education or equivalent experience, ideally with a relevant professional qualification and membership of a recognised professional institution (e.g. IHE, CIHT, ICE).
