Highways Measurement Engineer or Quantity Surveyor
My client currently has an opportunity for an experienced Highway Measurement Engineer or Quantity Surveyor to join their team in Cardiff.
This is one of the largest multifaceted consultancies, delivering property and infrastructure projects on a local, national and international scale. The focussed Highway Sector supports infrastructure owners and operators to better manage, adapt and develop their assets to address the engineering and technological challenges of modern transport infrastructure.
The role is a key position and role in the organisation with key responsibilities to ensure construction works estimates and contract management information is accurate and reliable and contractually correct.
You successful candidate will work closely integrated with our infrastructure design, transportation and contract management teams to successfully deliver the requirements of the brief, quality standards, health and safety and environmental standards to both national and corporate standards, applying all project management requirements including clear communications, reporting, financial management and customer relationship management.
The ability to set and work to personal deadlines and targets to meet the requirements of programmes of work, to meet clientsneeds and to respond to targets set by others.
Preparation of pre-tender cost estimates including bills of quantities in consultation with the project designer/Project Manager and/or client.
Assist with the capture and documentation of a client's requirements and undertake feasibility studies
Perform risk, value management and cost control. Identify, analyse and develop responses for project commercial risks.
Advise on contract procurement strategy
Analyse tender returns and complete financial reporting
Undertake Principal Contractor valuations in line the NEC and ICE contract protocols
Undertake Compensation Event (CE) assessments and contribute to risk reviews.
Prepare contract financial reporting and cost estimates as required to satisfy project delivery.
Prepare activity schedules and evaluate cost control within a programmed delivery
Manage and Oversee all financial aspects of project delivery from tender through to final account
Operate within the SHEW process and procedure.
A degree in quantity surveying (highways) and you will be a Member of the Royal Institution of Chartered Surveyors (RICS). Consideration may also be given to HND, HNC qualification with a minimum of 10 years industry experience or related experience.
A minimum of 10 years post qualification experience in contract measurement of highways and civil engineering design and construction.
A good level of knowledge of standard highway and civil engineering specifications, conditions of contract and methods of measurement for highway works covering the required JCT, NEC, ICE Contracts.
A working knowledge and understanding of the relevant legislation, standards and procedures.
Skilled in the accurate preparation of Bills of Quantity within a civil engineering/infrastructure environment, able to read all construction drawings for takeoffs alterations/variations and as-built drawings inclusive of steel schedules and technical documentation.
A good level of IT expertise and experience with Excel/ Ice pack and necessary programmes required to complete the tasks required.
A full UK driving licence and able to travel to site in order to undertake on-site duties and attend site meetings.
Excellent communications skills and an ability to communicate effectively.
Preparation of pre-construction estimates for civil engineering and transportation-related projects.
A proven track record in managing all aspects of a construction project from tender to completion in a consultancy environment.
Demonstrate Knowledge and experience of local Authority and framework delivery
Demonstrate an awareness of ECC contract processes relevant to contract option.
