Introduction

DE&S are looking for a Supplier Bid Analyst to join their team over at Yeovil on a permanent basis.

The Job

As a Supplier Bid Analyst, you will apply cost analysis techniques in support of project delivery activities. On a day-to-day basis, you will be responsible for assessing and analysing bid costs, providing cost management insight, estimating and analysis for major projects. The role requires a basic foundation of technical skill in manipulating data, with a willingness to build on this. You will also provide general non-routine cost management guidance to projects and identify cost trends for management attention. Broad awareness of acquisition principles is desirable In this diverse and challenging role, you will review proposal provisions related to cost management and material control, and develop supporting data for contract negotiations which will require interfacing with designated DE&S management and contractor counterparts. You will also be involved in identifying opportunities that will improve the negotiating position. You will have accreditation from the Association of Cost Engineers (ACostE) at Enrolled level or the ability to work towards the required accreditation level within one year. To be considered, you will possess relevant work experience which should include practical application of analytical techniques.

Responsibilities

You should have an understanding of the concepts of Project Controls and In-contract Management with knowledge and understanding of single source pricing regulations. An understanding of Cost Engineering techniques and principles and Portfolio Management techniques is a desirable requirement. The ideal candidate should have experience in performing, monitoring and reviewing cost management functions, including cost engineering, cost control,

financial reporting systems and cost analysis. Knowledge and /or experience such as would be acquired through education to A Level, or equivalent qualification, such as ONC or BTEC (Level 3) would be required although extensive relevant experience will also be acceptable. The role is expected to have some experience of project environment but typically the role would develop most required knowledge through post-joining role-specific training. Basic to intermediate level knowledge of analysis tools, such as Excel. Excellent communication skills and attention to detail, proven team working capability, reliability and the self-drive to proactively address and resolve issues, are all traits needed to be effective in this role.
