Lead Procurement Manager
Location: Tel Aviv, Israel
Project: METAV Tel Aviv Metro Network Manager
Overview
To work closely with the client in managing the planning, design and construction of 3 new underground metro lines in Tel Aviv. The 3 new metro lines will total 149km and 109 metro stations to serve 24 municipalities.
Key figures:
- Operational in 2032.
- An estimated 2 million passengers per day will benefit from the new metro network.
- €40bn estimated cost.
- Benefits to Tel Aviv: 30% increase in public transport use and €8bn in economic benefits to the local economy.
This giga-project requires a Lead Procurement Manager based in Tel Aviv. As Lead Procurement Manager you will lead the procurement strategy from development to delivery.
Specific Responsibilities & Accountabilities
- Responsible for the procurement strategy from development to delivery (construction phases) including all the task to be performed by all the consultants, contractors, financial and industrial partners.
- Will pilot the Line Managers (designers) to make sure they correctly apply the Procurement Strategy written in the Pre-Development Phase.
- Will work closely with the Owner. Develops methods of dialog with the Line Manager and with the candidates for the several types of contracts
- Manages the procurement team (6 members) and share this management with the Owner
- Organizes the proper interfaces with key members of the project team.
Required skills and experience
The candidate should have:
- At least 15 years' experience in major infrastructure/transportation projects including mass transit
- In depth knowledge of metro systems,
- In depth knowledge of the various procurement strategy used to deliver LRT and MRT projects
- Ability to lead and direct project teams
- Capacity to anticipate and make decisions
- Ability to analyse complex situations and interface with others
- Authority to manage and interact with stakeholders and the end client.
