Quality Assurance Manager - Finland (Mission-Critical Data Centre Projects)

About Our Client

Our client is Europe's leading dedicated data centre delivery partner, providing comprehensive turnkey solutions from initial design through to construction and commissioning. Headquartered in Dublin and operating across seven European countries with over 430 MW of IT load currently under construction, they specialise in delivering complex, high-specification digital infrastructure.

They are currently expanding their high-profile campus developments across Espoo and Kirkkonummi, Finland. These advanced data centre sites incorporate multi-disciplinary scopes encompassing extensive civil, structural, and architectural (CSA) works alongside heavy mechanical and electrical (MEP) building services. To ensure world-class delivery across all engineering fronts, our client is looking for an experienced Quality Assurance Manager to lead their on-site quality team.

Role Overview

Based full-time on-site in Finland, you will take total leadership of all project quality activities across the Espoo and Kirkkonummi campuses. Working closely with project teams, tier-one subcontractors, client representatives, and commissioning agents, you will guarantee that every phase-from initial structural construction through to mechanical and electrical (MEP) integration-complies strictly with project specifications, regulatory codes, and the client's Integrated Management System (IMS).

Key Responsibilities

  • Quality Strategy & IMS Compliance: Lead the implementation and management of project-specific Quality Plans, ensuring all CSA and MEP works align with the company's Integrated Management System (IMS), quality standards, and environmental requirements.
  • Inspection & Test Frameworks (ITPs): Develop, monitor, and maintain comprehensive Inspection and Test Plans (ITPs), quality procedures, and structural/services inspection programmes.
  • Auditing & Subcontractor Oversight: Plan and execute rigorous quality audits, on-site inspections, and surveillance activities across both CSA and MEP packages, ensuring subcontractors maintain effective quality management systems.
  • Documentation & Turnover Packages: Review and monitor quality documentation, material test records, structural concrete/steel logs, pressure-testing sheets, electrical verification records, and progressive turnover packages.
  • Non-Conformance Management (NCRs): Manage Non-Conformance Reports (NCRs), driving root-cause analysis and implementing robust corrective and preventive actions (CAPA) for timely resolution.
  • Stakeholder & Client Liaison: Act as the primary technical point of contact for client quality representatives, consultants, and project stakeholders to ensure quality expectations are consistently met.
  • Commissioning & Handover Support: Support seamless construction, integrated system testing (IST), and project handover phases by ensuring quality records, digital dossiers, and O&M documentation are complete and accurate.
  • Team Leadership & Culture: Mentor site-based quality personnel, drive continuous improvement initiatives, and champion a proactive zero-defect quality culture across all multidisciplinary teams.

What New Candidates Need to Understand: MEP & CSA Integration

To succeed in this role, candidates must possess a comprehensive, cross-disciplinary understanding of both MEP (Mechanical & Electrical) and CSA (Civil, Structural, and Architectural) construction processes:

  • Civil, Structural & Architectural (CSA): Oversight of heavy civil foundations, structural steel framing, composite flooring, fire-rated compartmentalisation, roofing systems, and architectural finishes designed to protect high-security server halls.
  • Mechanical & Electrical (MEP): Quality assurance over high-capacity cooling plants, AHUs, chilled water distribution, MV/LV electrical switchgear, standby generators, UPS configurations, and complex cable containment networks.

What We Are Looking For

  • Experience: Minimum 5 years of dedicated experience in Quality Management, QA/QC Management, or a similar senior role within the heavy construction industry.
  • Sector Background: Proven track record working on complex, large-scale projects such as hyperscale data centres, pharmaceutical plants, semiconductor facilities, or advanced industrial campuses.
  • Technical Knowledge: Strong, well-rounded understanding of construction quality management systems, industry best practices, and multidisciplinary MEP/CSA integration processes.
